Country Coordinator - Solidar Suisse in Palu

TERMS OF REFERENCE

Position: Country Coordinator (consultancy, 100%)

Duty station/Country : Palu, Sulawesi

Reporting line:    Desk Officer Humanitarian Aid, (Solidar, Switzerland)
                Emergency Coordinator Indonesia (HEKS/EPER, Switzerland)
       
   
1.    BACKGROUND INFORMATION

The two Swiss NGOs HEKS and Solidar Suisse have formed a consortium and partnered up with the Indonesian Organisation Muhammadiyah Disaster Management Centre (MDMC) to respond to the devastating earthquake and tsunami in Sulawesi, Indonesia.
For the recovery phase, a comprehensive humanitarian program in the sectors livelihoods, shelter and WASH will be implemented to support affected people mainly in rural areas in Central Sulawesi.
To monitor and guide the implementation, a highly qualified team is currently established. For this purpose, we are seeking a motivated, skilled and experienced person for the position of a Country Coordinator.

2.    PURPOSE OF MISSION

Under the direct supervision of the Desk Officer Humanitarian Aid of Solidar and the Emergency Coordinator Indonesia, the Country Coordinator will represent the two organizations in Indonesia. He will line manage the MEAL Expert and the Finance Expert. He will also administratively line manage the Livelihood Expert and the Construction Expert, who will receive direct technical supervision from Switzerland.
The Country Coordinator represents the two organizations towards the partner organization, in coordination with other NGOs and towards the Government.

3.    MAIN TASKS AND RESPONSIBILITIES

The Country Coordinator is entrusted with the following tasks:

Representation
•    Ensure that applicable guidelines from the consortium and the donor are followed.
•    Representing the consortium in the Country.
•    Maintain good relationships with government bodies and with other non-governmental organisations for humanitarian aid projects.
•    Take responsibility in coordination with the Desk Officer Humanitarian Aid for appropriate information flows with local and foreign media.
•    Coordinate with clusters and other stakeholders to ensure compliance of HEKS/EPER and Solidar Projects.

Strategic Programme and Project Planning
•    Support the development of project proposals.

Reporting, partner support, project implementation, monitoring and evaluation
•    Regularly update the consortium’s HQ on project progress, plans, challenges and incidences orally and in writing in a frank and transparent manner.
•    Communicate urgent matters compromising the program implementation in any regard immediately.
•    Assume final responsibility for the timely submission and quality of all the reports of the projects.
•    Advise and assist the partner organisation with attaining the set project goals and support them with their own organisational development.
•    Overview, coordinate and consolidate weekly work-plans.
•    Monitor the project’s progress in the field.

Experience Exchange
•    Encourage networking and exchange of experience among partner organisation, grassroots organisations and other groups relevant to the program.
•    Ensure the exchange of information and experience with other relevant actors.

Information and Flow
•    Ensure an excellent understanding of the political, social and humanitarian situation in Indonesia.
•    Keep the HEKS and Solidar HQ informed about the current situation (security, economic, social, environmental and political developments) in Indonesia.
•    Support HEKS and Solidar Switzerland as and when required (for marketing and fundraising purposes).
•    Provide administrative and logistical support to the consortium’s HQ staff and visitors
•    Collect and forward interesting articles, subjects or graphical material for utilisation as project information to the HQs in Switzerland.

Administration, Human Resources Management and security management
•    Represent the consortium in for contracts with other consultants.
•    Provide monthly situation reports.
•    Support the consultants with the practicalities of their work (such as monitoring and supervision, travelling formalities, material supply, further training, etc.).
•    Assume a caring team support role.
•    Ensure collaboration within the team, arrange replacements during absence.
•    Supervise the holiday assets/credits and coordinate all absences.
•    Run a comprehensive induction programme for new consultants..
•    Develop and update safety and security guidelines for the program team and ensure its enforcement.
•    Organise the administrative management and supervision of the consortium’s coordination office.
•    Makes sure that all procedures related to the program are duly followed by all consultants.

Finance
•    Assume final responsibility for the program’s finances.
•    Supervise the drafting, implementation and monitoring of the monthly budgets of the projects.
•    Report budget differences or shortfalls of the Programme to the consortium’s HQ in a timely manner.
•    Check the financial requirement plan (cash flow).
•    Ensure quality and compliance of the consortium and the partners finance management.
•    Organise/supervise legal obligations concerning the taxes to be paid, taxation for the organisation, social insurances, etc. related to all consultants.
•    Support the Finance Manager in ensuring compliance with the financial guidelines.

Knowledge Management
•    Share knowledge and experiences within the organisation.
•    Ensure that all consultants and partners are aware of the consortium’s strategy and values.
•    Create an atmosphere of open dialogue in the office with no fear of questions and critical discussions. Contribute to maintaining a positive atmosphere in the coordination office.

Final Provisions
•    The contractor may be asked to perform duties and tasks not covered in this job description within the remit of his/her expertise, as well as to provide support to other areas when necessary.

4.    Required profile and experience

•    Master in management, social sciences, business/administration related field with at least 5 years of experience;
•    Demonstrated experience working in senior management positions;
•    Work experience in an emergency context is an advantage;
•    Experience in working in consortia and collaborating with partner organizations is an advantage;
•    Excellent computer skills;
•    Fluent in English (written, spoken and reading);
•    Strong attitude to take initiative, work autonomously and achieve results effectively;
•    Able to work flexible, cope with stress and respect deadlines.

5.    Duration and starting date

We look for a candidate who is able to start as soon as possible, with contract duration of 6 months, and the possibility of extension (of another 8 months).
