national organization that aims to be a strong, local, and
self-sustaining voice for children in Indonesia. To this end, SC
Indonesia has been designated as a “Prospect Member”. As
‘Prospect
Member’ Indonesia has been identified as part of the next way of new
member development, which focuses on strengthening and localizing our
voice for children in strategic middle income countries. Indonesia has
been authorized by member ballot to start fundraising
locally as a first step towards building a financially sustainable
local organization. Future work will also involve developing a strong
local governance structure and building key partnerships with local
government, the private sector, local civil society
among others. Success of the pilot phase will set the Indonesia on a
pathway to full membership. We are currently seeking to fill the
following position:
Consultant for
Child Protection Policy Review
1 position based in Jakarta
CONSULTANCY PURPOSE
:
A
consultant is required to conduct a policy review and analysis of a
sub-national child protection (CP) policies and frameworks at Central
Sulawesi province
level. The consultant will review existing child protection policies
and regulations, demonstrating efficacy and gaps, to formulate
recommendations for the creation of a child and adolescent protection
framework for the province of Central Sulawesi.
The
review will provide deep, extensive and detailed analysis of every
component of CP system that will cover contextual
CP issues in Central Sulawesi such as high rates of out-of-school
children and adolescents, early child marriage, child headed households,
institutionalization of children and children in need of special
protection). This assessment will form the basis for
the development of CP system which YSTC will advocate for in Central
Sulawesi. Ultimately this policy aims to safeguard the unique
post-disaster situation of both vulnerable and disaster affected
children in Central Sulawesi, promoting their longer-term resilience.
OBJECTIVES OF CONSULTANCY :
The
objective of the research is to understand the existing policy
environment an essential factors for the protection of children at the
provincial level, in
Indonesia, and propose policy recommendations for the creation of a
child-focused child protection provincial regulatory system.
The
policy recommendations should take into consideration the unique
post-disaster risks and experiences of children
and adolescents in Central Sulawesi. In particular the proposed policy
should focus on recommendations which promote grass-roots level
socialization of child protection principles and reporting mechanisms.
Thematically, the policy should take into consideration
key risks/vulnerabilities including; early childhood marriage,
child/adolescent headed households, high rates of school drop-out, etc.
CONSULTANCY SERVICES
PERIOD :
The consultancy is anticipated to take 24 days, as follows:

Review of existing literature, 5 days;
·
Develop research methods with consultation with YSTC, 2 days
·
Data collection, 8 days
·
Development of report and PPT, 6 days;
·
Disseminating draft briefing for feedback, 1 day;
·
Updating of guidance based on feedback, 2 days
EXPECTED OUTPUTS :
Expected outputs include, in English:
- A report of CP System Assessment in Central Sulawesi that covers:
- Briefing paper, including 1-3 case studies, and concise policy recommendations (15-20 pages, excluding annexes)
- Executive summary on findings (2-4 pages)
- Executive summary on findings (2-4 pages)
- A PowerPoint presentation on main findings and recommendations
CONSULTANT QUALIFICATIONS :
The suitable candidates or companies should have the following experiences and qualities:

Advanced degree in related field (social sciences, child development or protection, development studies);
·
Proven experience and evidence on having conducted previous child protection and policy reviews;
·
Expertise in child protection in emergencies;
·
Experience in protection and children intervention in humanitarian settings;
·
Experience in Indonesian policy environment highly advantageous
·
Significant
research or advocacy experience of working on child protection in
humanitarian contexts and/or gender equality in humanitarian contexts
(preference
for both);
·
High level written skills in English;
