BACKGROUND

The ASEAN Foundation has a partnership in 2019 with Microsoft Philanthropies to implement the ASEAN Digital Innovation Programme, a programme focusing on capacitating underserved youths in seven ASEAN counties (Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam) on digital skills and computer science. Its main goal is to capacitate and train 520 educators, and these educators later are required to capacitate 46,600 underserved youths aged 15 to 35 with girls as majority of beneficiaries on digital skills and computer science.


The ASEAN Digital Innovation Programme is supporting ASEAN priorities, particularly ASEAN Work Plan on Youth and Education 2016-2020 and ASEAN ICT Master Plan 2020.

The main activities under the above programme include, among others, 13 capacity building workshops in seven ASEAN countries targeting 520 educators, dissemination of the workshops to achieve 46,600 underserved youths capacitated, and regional blog-making competition which will happen in Jakarta, Indonesia. To support the implementation of these activities, the ASEAN Foundation is seeking a qualified consultant who has numerous experiences developing learning modules/training materials on ICT, facilitating ICT-related workshops/trainings, and supporting a regional ICT-based competition.


DUTY AND RESPONSIBILITIES

Under the guidance of the Executive Director of the ASEAN Foundation, the Project Officer for the ASEAN Digital Innovation Programme will supervise the consultant in close coordination with the Programme Manager. The consultant will undertake the following assignments:
  1. Develop the toolkit which mainly contains guidance for educators on (a) How to use the content of the Future Ready Asia website – across the four learning journeys – in a gender-response way; (b) How to participate in the regional blog-making competition (theme, rules and eligibility criteria); and (c). Brief information on the ASEAN Blueprint 2025, the ICT Masterplan 2020, and World Economic Forum ASEAN Digital Skills Vision 2020.
  2. Facilitate 13 capacity building workshops in seven ASEAN countries (Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam) to train 520 educators.
  3. Provide advice on concept note of the regional blog-making competition, including theme, objective, participant eligibility, judging criteria, judging procedure, and necessary logistics to prepare for the competition
  4. Involve in monitoring and evaluation of the effectiveness of the workshops
  5. Prepare and submit a final report outlining use of the toolkit, implementation of 13 workshops, and implementation of the regional blog-making competition



DUTY STATION AND DURATION OF ASSIGNMENTS

It is a remote duty station consultancy. Duration of consultancy will be from 15 March 2019 to 31 December 2019.

EXPECTED DELIVERABLES:

The consultant is expected to come up with the following deliverables along with their specified timelines:

INTELLECTUAL PROPERTY

All information pertaining to this assignment belong to the ASEAN Foundation, which the consultant may come into contact with in the performance of his/her. Duties under this assignment shall remain the property of the ASEAN Foundation and Microsoft who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.

QUALIFICATION, EXPERIENCE AND SKILLS
  • Certified as a Microsoft training/learning partner
  • Has regional experience/outreach in South East Asia
  • Has work experience with Microsoft Philanthropies’ programmes/projects
  • Has strong expertise in digital skills training especially computer science for adults/youths both in-person and online training

  1. One-page profile outlining qualifications, experience and skills relevant to the expected qualification
  2. Propose fee inclusive of expenses to 7 ASEAN countries to facilitate the 13 workshops and competition
