In Indonesia, SNV works together with local partners to provide technical expertise in two sectors: Agriculture and Water, Sanitation and Hygiene (WASH). For the WASH sector, SNV is focused on increasing access to safely managed sanitation and in sustaining positive changes in hygiene behaviour, by providing scalable, market driven solutions tailored to rural and urban contexts.

SNV's assignment for KIAT on Sanitation Socialisation and Hygiene Behaviors

Sewerage systems are the most straight forward and effective solution for safely managed sanitation. Through the Indonesia Australia Partnership for Infrastructure (KIAT), the Australian Department of Foreign Affairs and Trade (DFAT) has been assisting the national government of Indonesia (GoI) to roll out the Australia Indonesia Infra-structure Grant for Municipal Sanitation (sAIIG) in support of GoI's target of universal access to sanitation by 2019 and beyond, in view of Presidential Decree 59/2017 on the SDGs 2030, notably SDG 6 on Water and Sanitation. Despite the progress, community's limited awareness on the health and environmental benefits of improved sanitation and hygiene remains a key factor in the limited uptake of home sewerage connections to sewerage systems and consequently to a persistent under-utilisation of these infra-structure investments. To address this constraint, KIAT resorted to SNV to design, pilot, evaluate and document a replicable initiative for the socialization of sanitation and for the promotion of hygiene behaviours to be used by all sAIIG project locations and other DFAT programmes.

Scope of the Service requested from design and communication agency
SNV will be strategizing and supporting the implementation of a communication and socialization campaign to improve local governments awareness about Sustainable Development Goal 6 and to raise the awareness of local communities on the importance of safe sanitation and hygiene.

To this end, a series of communication products will be developed. SNV is thus procuring a design and communication agency to assist with the design of the communications products.

The service requested is the following:

1. Design the overall branding and visual identity of all communication products (the assignment). The design and communication agency is expected to provide 3 alternative designs that reflect the donor's communication guidelines and the focused issue, that is, sanitation and hygiene. SNV will select one final design

2. Design a set of communication products, including flyers, posters, leaflets, info-graphics, t-shirts, cue-cards, manuals, amongst others, that will be tested with the targeted audiences

3. Following feed-back from target audiences, adjust communication products as needed and finalize.

Deliverables
* Design three (3) templates for the assignment, with one (1) being the final.
* Draft Design and produce at least 8 communication products
* Finalize Design and produce at least 8 communication products

Requirements
* At least 5 years of experience in graphic design, product development;
* Excellent graphic design skills (InDesign, Adobe Photoshop, etc.)
* Strong and independent creative aesthetic.
* Familiar working with non-profit or development projects;
* Basic understanding of DFAT branding and marking guidelines.
* Good understanding of written and spoken English.
* Based in the greater Jakarta metropolitan area.

Timeline
In weeks, as follows:

1. visual identity 3 proposal (vendor) : Week 1 & week 2

2. Approval of selected visual identity (SNV) : Week 2

3. Mock up of the 8 communication products (vendor) : Week 3 & week 4

4. approval of communication products (SNV) : Week 4

5. Production (vendor) : Week 5

6. Test (SNV) : Week 6 to week 13

7. finalization & production (vendor) : Week 14 to week 16

Reporting
The vendor will work with members of SNV's communications team and report directly to the SNV Information & Communications Manager for KIAT. SNV's team will guide the Vendor in all of the design processes. The vendor is responsible for ensuring that systematic quality assurance procedures are in place. The vendor will perform revisions to work product as reasonably requested by SNV communications team staff.

Contract Mechanism
The vendor will work off-site. As required by the Communications team, the Vendor will visit the SNV office to consult work, present for consultation. The Vendor can start immediately once the contract is signed.

Period of Performance:
The period of performance is for sixteen weeks, starting mid April 2019 the latest (or the date of the signed contract).
