Duration                       :     April to June 2019

1.       Background
Hivos with the support of Robert Bosch Stiftung will develop a Scoping Study to improve understanding of the nature of citizen participation in public service delivery in Southeast Asia. Through this study, we hope to find solution in increasing the public’s access to responsive and accountable public service delivery by closing feedback loops that influence the government’s decision making processes. It will help the government, civil society and other relevant actors in addressing the gap between citizens and the state in term of communication in the way governments understand and respond to the demands of their people. The study will:
1)      Identify and map institutions and individuals working to promote citizen engagement, government   response, research and technology in the country
2)      Analyze the role of technology, social mobilization and enabling conditions for meaningful public  engagement.

The study will be implemented in Indonesia, the Philippines, and Vietnam to get a better picture on countries that experiences social accountability in a democratic setting and on a country that is relatively new for public participation. However, all share characteristics as a growing market and industry that makes them comparable in term of demand for better governance and responsive public services.

For this purpose, we are seeking strong candidates for In-Country Reviewer from Indonesia, The Philippines, and Vietnam to conduct review on research implementation design, findings, and final country research report while adding relevant information based on their knowledge and expertise of the local context.

In-Country Reviewer will report to Lead Researcher. S/he will closely work with Lead Researcher, In-Country Researcher and Project Officer Freedom and Accountability Program Hivos Hub SEA.

2.       Scope of Work
·         Review research implementation design (research work plan) for their own respective country.
·         Review field findings from research implemented in their respective country
·         Review final country research report
·         Add relevant information based on knowledge and expertise of the local context

3.       Deliverables
·         Feedbacks and inputs for research implementation design
·         Feedbacks and inputs for field findings
·         Feedbacks and inputs for final country research report

4.       Timeline
The consultancy assignment will start on May 2019 and ends on June 2019

5.       Knowledge, experiences and competencies
We are seeking individuals with the following qualities:
·         Has strong analytical skills
·         Expert in local politics, governance initiatives, and/or civic technology
·         Has excellent working knowledge of social accountability and stakeholder engagement
·         A Master degree or higher in any of the following disciplines: Public Policy, Community Development, Public Administration, or any relevant fields.
·         Has experiences in writing and reviewing academic manuscript
·         Excellent communication skills and ability
·         Excellent Writing English skill
