Program Specialist – Community Resilience, USAID/Indonesia Harmoni


Project Summary: 
The four-year USAID-funded Harmoni activity promotes tolerance and inclusion and reduces the risk of violent extremism. Harmoni focus its support on interventions that are narrowly targeted towards communities and individuals most at risk of radicalization, with a mandate to build the resilience of key Indonesian institutions – government, civil society, religious, and community-based – that represent the frontline in preventing violent extremism in Indonesia.


This is a full-time, long-term position based in the Harmoni HQ in Jakarta.
This position is open to Indonesian nationals only.

Position Description:
The Program Specialist is responsible for supporting implementation, operations, reporting, and communications of interventions under the Intermediate Results (IR) 1 Community Resilience component of Harmoni. S/he will work in association with the IR Lead for Community Resilience and under the supervision of the Senior Technical Advisor. S/he will coordinate with grantees and other project partners as necessary.

Position Responsibilities:
  • Support and implement programming on IR 1 Community Resilience, working with target communities, educational institutions, government agencies, Civil Society Organizations (CSOs), USAID, and other project partners.
  • Support CSOs to design and implement activities in the area of IR 1 Community Resilience.
  • Plan, coordinate, and make arrangements for successful execution of Harmoni events, such as seminars/conferences, training s , meetings, presentations and, when necessary, travel and hotel arrangement, trip itineraries and reporting.
  • Support recruitment and procurement related to program activities.
  • Monitor progress of activities to measure performance and results per the Harmoni MEL Plan.
  • Produce activity reports and briefing documents, as needed. Contribute written inputs to Harmoni progress reports and ad hoc technical documents.
  • Help ensure timely execution of activities, in accordance with agreed project and grantee implementation schedules.
  • Perform other tasks as assigned by the direct supervisor and Senior Management Team. 
Required Qualifications
  • University degree plus minimum 7 years of professional experience related to the Harmoni program areas and/or responsibilities under this position..
  • Deep understanding of and experience with technical aspects of IR 1 Community Resilience, including experience with one or more project sub-IRs: promoting tolerance and diversity, working with universities and secondary schools, et al.
  • Broad professional network of Indonesian CSOs, government, and other institutions and individuals relevant to Harmoni and IR 1.
  • Excellent communication and written skills; excellent spoken and written English
  • Experience with project communications, including success stories and quarterly reports.
  • Strong analytical skills, with a demonstrated ability to tackle complex issues.
  • Experience working on international donor programs in Indonesia, USAID preferred.
  • Strong organizational skills and attention to detail..
  • Ability to work on multiple tasks simultaneously and independently, delivering products or completing responsibilities on time and at the required quality level.
  • Strong interpersonal skills; ability to work effectively as a member of a team.
  • Fluency with MS Office software applications.
