The Indonesia Clean Energy Development (ICED II) Project is a sixty (60) month project funded by the USAID (United States Agency for International Development) and implemented by Tetra Tech ES, from May 2015 through May 2020. The purpose of USAID’s Tetra Tech is to assist the GOI in establishing an effective policy, regulatory and incentive environment for low-emission growth in the energy sector, while simultaneously attracting public- and private-sector investment in clean energy development.
BACKGROUND
Tetra Tech seeks a part-time Regional Energy Planning Specialist for each of its three focus provinces namely South Sulawesi, West Nusa Tenggara and East Java to support policy development and implementation, coordination, monitoring, evaluation, and reporting related to provincial energy and greenhouse gases (GHG) mitigation planning in these provinces.

JOB DESCRIPTION
§
Assist the development and monitoring of various
Sub-National Energy and GHG related planning, including but not limited to
Provincial Energy Planning (RUED), Provincial Electricity Planning (RUKD),
Provincial Action Plan for GHG Mitigation (RAD GRK) and/or Provincial Low
Carbon Development Planning (RPRKD), as well as Provincial Action Plan for
Sustainable Development Goals (RAD SDGs)
§
Lead the capacity building activities for sub-national
stakeholders in Low Carbon Development, Energy and Electricity Planning, as
well as SDGs..
§
Support ICED II participation in the alignment
process of energy plan in various government policy documents such as RUED,
RUKD, RAD GRK and/or RPRKD, as well as RAD SDGs.
§
Supports ICED II in consulting with the
government (GoI) counterparts on existing policies, legislation and regulation
related to Regional Energy Planning and clean energy development
§
Supports ICED II in consulting with other
Development Partners of GoI onthe alignment of our respective work and improve
collaboration related to Regional Energy Planning in His/Her respective
province,
§
Manage relationships with Provincial and
district Governments, other USAID funded partner, and other donors’ projects
being implemented in the region,
§
Facilitate effective knowledge management and
provide technical assistance to the planning, coordinating, monitoring and
reporting of ICED II activities in the region
§
Assist ICED II visitors and staffs for the
arrangement of appointments and meetings, taking meeting notes, and
simultaneous translations when required;
§
Compilation and preparation of briefing and
presentation materials, speeches, background information and documentation for
meetings and missions;
§
Document the lessons-learned of ICED II
activities in the region and prepare routine reports and correspondence
§
Other duties as requested.
REQUIREMENTS
AND QUALIFICATIONS:
§
Bachelor or
master’s degree in engineering, environment, science, planning or economy with
demonstrated experience.
§
Familiar with provincial
planning and budget development process.
§
Proven experience of assisting and consulting
provincial government in their planning process
§
Familiarity with basic energy and GHG mitigation
planning tools such as LEAP, Simple E is an advantage
§
Able to represent ICED II at any related events
at both national and sub-national levels.
