Project Summary: 
The four-year USAID-funded Harmoni activity promotes tolerance and inclusion and reduces the risk of violent extremism (VE). Harmoni focuses support on interventions that are narrowly targeted towards communities and individuals most at risk of extremism, with a mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the frontline in preventing VE and intolerant acts in Indonesia.


This is a full-time, long-term position based in the Harmoni HQ in Jakarta
This position is open to Indonesian nationals only

Position Summary:
The Office and Human Resources Manager will provide strategic HR input for effective planning and management. S/he will be responsible for managing all human resources functions for Harmoni office(s) in Indonesia. S/he will report directly to the Operations Manager and will work closely with project staff and partner organizations to contribute to Harmoni’s success..

Responsibilities:
  • Support the Operations Manager to ensure effective staffing and operations of the Harmoni Jakarta office and regional offices, in coordination with the Senior Management Team (SMT), home office (HO), and project staff.
  • Advise the Operations Manager, Deputy Chief of Party (DCOP) and SMT on project HR issues in light of Indonesian labor laws, USAID regulations, and MSI policies.
  • Support HR planning, in coordination with the Operations Manager and SMT.
  • Plan and execute orientation and induction of all new staff to Harmoni policies and procedures.
  • Plan and oversee staff training and development opportunities when needed.
  • Work closely with the MSI HO team to finalize staff agreements and contract extensions.
  • Facilitate and ensure compliance of Harmoni staff timesheets procedures.
  • Manage local employee benefits and ensure that all MSI employees have health and other required insurance coverage.
  • Directly supervise selected Harmoni administrative staff, as required.
  • Serve as the in-country liaison with office landlord and building management and maintenance personnel on matters related to Harmoni office spaces.
  • Serve as the in-county focal point for Harmoni Jakarta and any other office IT systems.
  • Support the Operations Manager to implement staff performance management systems.
  • Negotiate and manage vendor relationships and services, including but not limited to contracts for travel agents, airlines, office equipment, hotels, IT systems, etc. 
  • With safety and security focal point (SFP) and DCOP/COP, help ensure that project security plans and protocols are in place and up-to-date.
  • Support the Operations Manager with the registration of the International staff’s Work permit (IMTA) and Stay permit (ITAS) and related extension processes.
  • Oversee the front office operations, including the management of incoming-outgoing letters/packages and calls, proper greeting and logging of the incoming visitors, documents duplication, filling management, etc.
  • Perform other tasks as assigned by the Operations Manager and SMT.
Required Qualifications:
  • University degree and minimum 8 years professional experience as an office, HR, and/or operations manager for an international organization or donor program.. Experience on USAID-funded programs required.
  • Deep knowledge of relevant Indonesian and USAID laws and regulations related to HR, office operations, international organization registration, and related areas.
  • Minimum 4 years experience supervising operational and/or HR staff for international programs or organizations.
  • Excellent organizational skills and attention to detail.
  • Ability to work effectively on multiple tasks simultaneously, completing products on time and at the required quality standard.
  • Strong interpersonal skills; ability to work effectively as a team member.
  • Excellent writing and communications skills.
  • Fluent spoken English; strong written English.
  • Fluency with MS Office software applications.
