Call for Experts on REGIONAL WATER SUPPLY

To anticipate upcoming Regional Water Supply projects in Indonesia, CDM Smith is seeking qualified  national experts on Regional Water sector with expected required qualification as follows:
 
        1. Deputy Team Leader/Water Supply Specialist
            Requirements:
  • Master’s degree from a reputable university in environmental science, regional planning or other relevant field
  • A minimum of twelve (12) years of practical experience in the field of execution and operation of water supply project and technical team management
  • Experience working with DFAT or PDAMs would be a plus
  • High level communication skills, including concise and accurate report writing.
  • Verbal and written communication skills in both Bahasa Indonesia and English
     
       2..  Spatial Planning Specialist
            Requirements:
  • Bachelor’s /Master’s degree from a reputable university in environmental science, regional planning or other relevant field
  • A minimum of eight (8) years of practical experience in spatial planning in the land use sector in Indonesia
  • Strong understanding Indonesian land law and the governance structure and processes for land use
  • Demonstrable experience in influencing policy reform within central and provincial Governments
  • Experience of coordinating stakeholder relationships in complex and politically sensitive situations, including managing conflict
  • High level communication skills, including concise and accurate report writing.
  • Verbal and written communication skills in both Bahasa Indonesia and English
     
        3. Legal and Institutional Specialist
            The legal and institutional assessment is aiming for the development of institutional structures that are triggering improved stakeholder accountabilities and             operational efficiencies of future regional water supply arrangements     
            Responsibilities:
  • reviewing prevailing national policies and the relevant regulatory framework
  • explore alternative institutional structures, includes the introduction of regulatory functions and the potential of enhancing the level of local government engagement in SPAM-R operations for the delivery of bulk water
  • shift the provincial role and responsibilities from an ‘operational’ function to a ‘regulatory’ oversight function
     
    Requirements:
  • Bachelor’s /Master’s degree from a reputable university in water resources engineering, public administration or other relevant field.
  • A minimum of eight (8) years relevant experience (refers to watsan related sector experience)
  • Experience working with DFAT’s project is preferred
  • High level communication skills, including concise and accurate report writing.
  • Verbal and written communication skills in both Bahasa Indonesia and English
     
        4. Water Resources Specialist
            Requirements:
        5. Finance Analyst
            Requirements:
  • Bachelor’s/Master’s degree in  Business Administration, Accounting, or Finance or a related field
  • A minimum of ten (10) years relevant experience
  • Demonstrated proficiency in preparing of the annual Capital and Operating Budgets for the water supply systems, including assisting with the development of business cases and prioritization of projects
  • High level communication skills, including concise and accurate report writing.
  • Verbal and written communication skills in both Bahasa Indonesia and English
     
        6. Gender Equality and Social Inclusion (GESI) & Civil Society Engagement (CSE) Specialist
            Requirements:
  • Bachelor’s/Master’s degree in public policy, sociology, or related field.
  • A minimum of five (5) years’ work experience in similar roles, involving GESI and CSE mainstreaming and strategic planning and implementation.
  • Demonstrated experience in developing advice and recommendations for senior government officials in the GESI and CSE context.
  • High level communication skills, including concise and accurate report writing.
  • Verbal and written communication skills in both Bahasa Indonesia and English
     
        7. Environmental & Social Safeguards Specialist
            Requirements:
  • Bachelor’s /Master’s degree from a reputable university in environment, social or other relevant field.
  • A minimum of eight (8) years relevant experience, including with DFAT’s Environmental and Social Safeguard Policy for the Aid Program.
  • Master the field of the following safeguards policy:
  • Environmental protection
  • Children, vulnerable and disadvantaged groups
  • Displacement and resettlement
  • Indigenous peoples
  • Health and safety
  • High level communication skills, including concise and accurate report writing.
  • Verbal and written communication skills in both Bahasa Indonesia and English
