Background
Oxfam obtained funding from the IKEA Foundation for the program ‘“Empower Youth for Work”. The programme will ensure that by 2021 over 20,000 young people in rural climate change affected areas have a more secure future. There will be better economic prospects through improvements in the job market, better support and opportunities for youth entrepreneurs; access to better training that enables them to benefit from these opportunities, including ‘soft’, technical and vocational training; an improved social and political enabling environment that recognizes the contribution youth can make to society and the economy.
Based on Oxfam assessment, both in South Sulawesi and Southeast Sulawesi, it was found out that there are still lots of youth who did not continue school after elementary school. According to them, they left school or not continue school because their parents did not have enough money to send them to school. The junior high school is only about 2 kilometres, but it required extra cost for transportation. Interestingly, more boys did not continue school after senior high school. This may be caused by the norm that girls with higher education could ask for higher dowry when proposed for marriage.
The number of youth aged 15-24 in South Sulawesi is less than the total number of workforce which is 630,176 people with 64.9% in rural areas. From total workforce 525,181 people (67.8%) are working whereas 3.4% of them had worked and now unemployed and 13.2% have never worked before. From total employed workforce, 67.8% are working in rural areas and from total unemployed but has working experience, 57.2% are in rural areas; and from total inexperienced and unemployed, 48.5% are in rural areas.
Whereas Southeast Sulawesi is a coastal area (74.25 % or 110,000 km²) while the land area, including several smaller islands are land with the size of 38 140 km² (25..75%). The population in 2013 was 2,360,611 people of which 1,186,525 (50.3%) were male and 1,174,086 (49.7%) were female. Of the total, 18.5% or 433,773 was youth aged 1524 years consisting of 215 800 males (49.5%) and 219 973 female (50.5%).
The main youth employment opportunity in both South Sulawesi and Southeast Sulawesi are agriculture, forestry and fishery followed by trading, retail, restaurants and hotels. In urban areas, the majority of jobs is in wholesale, retail, restaurants and hotels; whereas in rural area are agriculture, forestry and fishery. For male youth, the primary jobs is agriculture, forestry and fishery; while for female youth is a big trade, retail, restaurants and hotels. This pattern was the same in 2013 and 2014.
The desk research of Oxfam found that the ratio between informal and formal jobs 63:37. There is an increasing trend for informal employment. Desk research found that people with lower education than junior high school tend to work in agriculture, forestry, hunting and fishing and they are mostly temporary or non-paid workers. While the higher education (vocational and high school students and over) tend to become labourers or employees.
The
government has one program specifically for youth and employability.
They set up Balai Latihan Kerja (BLK - Vocational Training Center) where
they train high school graduate to prepare them to enter the employment
market. Youth must apply to get the training and they will undergo
selection process (test and interview). However, not all courses are
free of charge. BLK works in partnership with various companies and
institutions to help them preparing their candidates employees or
students to get the required skills and qualification. Unfortunately,
many youth did not know about the information.
In
order to create more employment, a country requires at least 2% of
total population as entrepreneurs. But, the number of entrepreneurs in
South Sulawesi is still around 0.21% of total 8 million population.
Director of Makassarpreneur, Bahrul Ulum said” Many people assume that
job means working in office from morning and go home in the afternoon.
This is proved with the high number of applicants to be civil servants.
The government should stop recruiting civil servants, so that scholars
would be motivated to try starting business”. He added that the problem
in business sector is coming from the government. There are a number of
procedures to be followed to establish a company. Therefore, investment
index in Indonesia is still lower than Singapore. In Singapore, they
need only three days to complete the procedure while in Indonesia, it
takes one month to meet all the requirements. In addition, SMEs also
have to comply with 1% tax regulation which is relatively heavy for
them.
Project profile.
The
Empower Youth for Work (EYFW) project in Indonesia aims to reduce
poverty in rural coastal areas that are prone to the impact of climate
change, by empowering youth (especially young women) to secure viable
employment and entrepreneurship opportunities. This project will
facilitate youth (young women and men) to gain better employment
opportunities by strengthening their capacities, helping them to develop
the right attitudes and behaviors for work; generating and improving
new economic opportunities in the form of entrepreneurship and paid
employment; enabling them to engage with companies to get better work
environments; and assisting them to claim their rights to better health,
and to enjoy social environments that support their growth and
potential. Parents and community members will be involved to create an
enabling and healthy environment for youth to become self-reliant and to
develop their enterprises and entrepreneurship. Government and
companies will be engaged and made accountable for increased
gender-sensitive and youth-friendly policies
