FHI 360 is the prime implementer of USAID
Indonesia’s Tuberculosis Private Sector Activity which aims to
contribute to national goals to reduce tuberculosis (TB) incidence and
mortality by increasing the number of private provider clients who are
correctly diagnosed, notified and receive quality TB services.
The project is seeking a Monitoring, Evaluation, and Learning Specialist to
work in close collaboration on this project with its leadership and technical
team in Jakarta, Indonesia.
The Senior ME&L Specialist will provide
technical leadership under the MERLC Advisor to capture program intervention
results, ensure high-quality, timely, valid and verifiable data collection and
analysis, and develop and implement a learning agenda to inform policy makers
and other stakeholders of the lessons learned. This individual shall be
responsible for the knowledge management aspect of the project, collecting and
aggregating methods, lessons, and results from across the partner
organizations. The Senior ME&L Specialist will provide technical guidance
by designing and developing ME&L systems and procedures for funded
programs. This includes establishing key components of an ME&L system
including data collection, analysis, and reporting on key output, outcome and
impact indicators for the program.
DUTIES AND RESPONSIBILITIES
- Contributes to the development and
implementation of M&E tools and systems (AMELP, etc.) to improve ability to
collect, interpret and aggregate data that demonstrate impact and program
accountability and progress.
- Contributes to the development of performance
monitoring tools, logical frameworks, and other tools to ensure project
tracking, performance, and provide evidence and strategy for course correction
- Develops high quality quantitative and
qualitative methods and participatory methodologies to monitor program quality
for performance and results.
- Provides training to staff, primary
stakeholders, and implementing partners on ME&L components in project
design; such as monitoring plan, assessments, reviews, surveys and evaluations.
- Contributes to the design of the program
learning plan and organize trainings in ME&L and program learning goals,
objectives, and findings to consortium partners and stakeholders..
- Provides ongoing oversight and technical
assistance to national partners in designing and implementing evaluation
activities for capacity building on project monitoring and evaluation
- Provides quality and timely submission of all
required project reports.
- Develops and supports the design and
implementation of end of project evaluations, surveys and other components of
the program ME&L system.
- Performs other duties, as assigned
QUALIFICATIONS
Education/Experience:
- Master’s degree or its International
Equivalent in the areas of monitoring and evaluation, statistics, public health
evaluation, behavioral/life/social sciences or a related field.
- Minimum of 5 years of experience in public
health project monitoring, evaluation, performance monitoring tool development,
project logical framework development, etc.
- Proficiency in Microsoft Office,
spreadsheets, analytical software and other technology required.
- Articulate, professional and able to
communicate in a clear, positive fashion with clients and staff.
- Must be a fluent communicator (written and
oral) in English and in Bahasa Indonesia (IELTS, TOEFL or other scores accepted
as available)
- Extensive experience working with ministries
of health, private organization, civil society, NGOs, donors and other partners
in using research-based evidence to inform policy, program and/or practice
development or improvement.
- Familiarity with USAID’s branding and marking
guidelines and communications activities.
- Familiarity with the use and implementation
of FHI 360’s Research
Utilization Framework
and strategic planning tools.
Specific Skills and Knowledge:
- Comprehensive knowledge of theories,
concepts, and practices with research utilization, methodology, implementation,
analysis, and reporting.
- Excellent oral and written communication
skills.
- Excellent quantitative and/or qualitative and
analytical skills.
- Excellent and demonstrated research and
evaluation project management skills.
- Ability to influence and collaborate with
others.
- Ability to resolve issues with new concepts
and approaches to ensure research objectives are met.
