1. Context:
On 28 September, a series of earthquakes struck
Indonesia’s Central Sulawesi province, the strongest a 7.4M earthquake only 10
km deep and with its epicenter close to the provincial capital, Palu. The
earthquake triggered a tsunami striking beaches in Palu and Donggala. The
earthquake, tsunami and resulting liquefaction and landslides caused
significant damage and loss of life.
As of 30 October 2018, 2081 people are known to have
died with atleast 1300 people reported to be missing. A further 4,400 people have
been seriously injured. Search and rescue operations were stopped on 12
October.. The official emergency response period in Central Sulawesi ended on 26
October. While the Government-led response will now progressively transition
into the recovery and reconstruction phase, the focus will also remain on
covering humanitarian needs and addressing complex challenges.
Priority needs,
based on the HFI-led Joint Needs Assessment (JNA), the Displacement Tracking
Matrix (DTM) and other assessments, include logistics and economic recovery,
medical assistance, clean water, sanitation and hygiene, recovery of
infrastructure and public services, shelter, protection, including women’s and
children’s protection, and education.

The Rapid Gender
Analysis (RGA) of the Sulawesi earthquake and tsunami finds that women and
girls are likely to be placed at risk due to their increased workload and
caring responsibilities. The lack of safety and privacy in both sanitation and
shelter is a critical issue for attention.
To address these
concerns CA and HAI initiated the Phase-1 programming with Yakkum Emergency
Unit and Church World Service using DEC and core funds. Agencies are
currently planning to assess the livelihoods needs and solutions for the
affected population which would be implemented as apart of Phase-2 programming
of these agencies. The assessment is expected to design of joint livelihoods
programming between CA, YEU, HAI and CWS.
2. Objective and purpose:
The main objective of the livelihoods
and market assessment is to provide practical recommendations and input to
inform CA, Helpage, YEU and CWS’s livelihood programming, which aims to enable
and prepare vulnerable affected households to assist them in proactively position
themselves for economic opportunities by participating in appropriate income-generating
activities.
The assessment will identify the main
market sectors in the targeted areas and the types of activities and
partnerships needed to offer livelihood opportunities for affected households. It
should offer an overview of the existing livelihood challenges and employment
opportunities central Sulawesi.
Furthermore, the assessment shall identify
and inform existing SMEs who could be considered as prospective partners,
assess their capacity as well as the type and quality of the inputs required. Finally,
the assessment shall consider the specific needs of the beneficiaries and inform
any existing age, disability or gender-related barriers or any other obstacles
to access livelihood opportunities, and which shall be considered for future
planning. Moreover, it shall analyze beneficiaries’ livelihood and market
participation behaviors, resilience status, and preferences.
The market and livelihood assessment
should be completed in 2 to 3 weeks (approximately 7 days of data collection in
identified villages/peri urban areas of Central Sulawesi).
3. Scope
of the exercise
Analyze existing data and information
and collect primary data about current beneficiaries to provide an overview of
the income level, education, work experience and capacities, HHs expenditures,
coping mechanisms and financial risks management strategies. Provide a clear
picture of the challenges and barriers that affected HHs are facing in
accessing specific business, vocational employment and self-employment
opportunities in the target area with particular attention to gender, age and
disability considerations;
Provide a livelihood recovery plan with
potential options and market analysis identifying the skills and knowledge gaps
that can be improved with training within the specific value chains and propose
an appropriate plan for vocational and entrepreneurship development training;
Map market actors and institutions
operating and delivering goods and services in the area; the accessibility of
vocational/technical training, financial services and service providers
Map existing markets and value-chains
(Size of the markets, volume of sales, market integration/segmentation, supply
and demand for products and services, etc.). Identify sectors and value chains
that are not overly saturated and present potential for growth, profitability
and employment.
Identify
and study successful home based businesses, income generating activities and employment
integration of vulnerable families.
The
consultant should evaluate institutional capacity, quality and cost of possible
implementing partners, including provincial actors, private sector service
providers and training centers as well as local mass organizations that can
contribute to some training and services
4. Key
outcomes:
·
Identify
individual beneficiaries, selected with agreed criteria for selection for
livelihood interventions for CA, CWS, HAI and
·
Set
a baseline for endline survey of beneficiaries on their current food and
livelihood security gap
·
Ensure
data collection for CA and HAI to be able to form business groups in each
village
·
Define
a nominal expense chart for each business type in consultation with CWS, YEU
and other stakeholders
5. Deliverables
The
assessment should use relevant Minimum Economic Recovery standards and
analytical tools (Household economy approach, sustainable livelihoods
framework, Emergency market and mapping analysis, livelihood assessment, etc.)
The
assessment will employ mixed methods. The tools and specific methodological
approach will be discussed and agreed between CA, HAI, YEU, CWS and the
consultant. Primary assessment methods will include (but are not limited to the
following):
•
Consultative meeting with staff, management and key stakeholders
•
Key informant interviews
•
Documents, reports and literature review
•
Data/ records review and analysis
•
Focus group discussions with beneficiaries and stakeholders
•
Field visits to project areas and field observations
•
Specific surveys (incl. Training needs assessment and Market and livelihood
assessment)
1.
A
formal presentation of the key findings in Palu and online for regional and HQ
staff is required.
2.
The
consultant should keep the commissioning team regularly informed of progress on
key issues arising that may require additional direction or suggestions for
other key informants or reference materials.
3.
The
final report should be analytical and user-friendly detailing key findings and
providing clear and forward looking recommendations. The report will be drafted
in English and the structure and length of the report will be agreed between commissioning
team and the consultant.
4.
Following
is the list of deliverables to be submitted by the consultant: beside the
market and livelihood assessment report:

An
inception report with detailed assessment work plan (Following the desk review)
including preparation of tool for field data collection.
·
A
half-day workshop with field team of CA and HAI partners to train enumerators
in data collection and submission of final tools
·
Field
visits in the identified areas
·
A
first draft of the report including market assessment
·
A
final report inclusive of CA, YEU HAI and CWS comments
6. Qualifications
of the consultant
·
Advanced
University degree (Master Level minimum) in Development studies, Development
economics, Socio-economic studies, or other related field. Additional areas of
experience could include poverty reduction; economics, business administration
or management.
·
Minimum
of 5 years of relevant practical field experience within one or more of the following
areas: Socio-economic and/or household economy assessments; risks and vulnerability
assessments, Market assessments.
·
Experience
and knowledge in livelihood programming in terms of Vocational and Technical
Education), job placement, employment promotion, entrepreneurship building,
private sector development, urban and rural small business development; Income
Generating Activities; Cash assistance.
·
Demonstrated
experience in conducting assessments for planning and/or evaluation purposes.
·
Familiarity
with established assessment and analytical tools is desirable (e.g. Household
economy approach; Sustainable livelihoods framework; Market analysis; Minimum
economic and recovery standards, etc).
·
Experience
in conducting in depth market survey and livelihood assessment in rapid on set
disasters
·
Demonstrated
excellent analytical, writing and reporting skills
·
Prior
work experience in the Indonesia and the region
·
Fluency
in written and spoken English
7. Ownership,
resourcing and timing
The evaluation-commissioning team is the
Regional Emergency Manager-Christian Aid, Regional Programme Manager- HAI and
Program managers of YEU and CWS. The country, regional and HQ offices will
provide administrative and logistical support from the commissioning agencies.
8. Tentative budget for the exercise:
Tentative budget proposed for the exercise is $ 5,000
(US Dollars Five Thousand) including professional fee and logistics involved in
carrying out the review. This would be shared between all the agencies
commissioning the review.
9. Submission of expression of Interest
Interested consultant are required to submit the following
by 21st April 2019:

Detailed CV highlighting experience on carrying out assessments, reviews,
evaluations and expertise in the area livelihoods, markets, value chain in a
disaster recovery context
·
2-page note covering consultants understanding of the assignment and the
context, proposed methodology/approach, timeline and cost involved.

Scope of Work of the Consultant
These ToRs describe the services/tasks
to be performed by the Consultant for CA, HAI, YEU and CWS. All services of the
Consultants described herein shall be performed in close cooperation with CA, HAI,
YEU and CWS and agencies and authorities designated by it. The Consultant shall
keep in mind that the services and tasks described herein cannot be considered
as the complete and comprehensive description of the Consultant’s services and
duties. It is rather the Consultant’s responsibility to critically verify the
scope of the services indicated herein. It is understood that the Consultant
shall perform all the services/work as necessary to fulfil the objectives of
the Consultancy Contract.
