YSTC - Save The Children Indonesia seeks Consultant for CERDAS Project End-line Evaluation - Kefamenanu, Timor Tengah Utara, NTT


Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership. We are currently seeking to fill the following position:

 
Consultant for CERDAS Project End-line Evaluation
1 (one) position for activities in Kefamenanu, Timor Tengah Utara, NTT

Description/Background :
CERDAS project is implemented within two batch while each batch of the program is implemented in two years covering 30 target pre-primary and primary education with target beneficiaries include children, teachers, school principals and ECCD managers, school committees, school supervisors and community members in each target locations. Project implementation in the second batch has changed geographically from its original design to work only in TTU district due to the operational reason. The decision to work only in TTU has increased total number of target schools in TTU from 15 schools and ECCD to 30 schools and ECCD for batch II project implementation. Program intervention delivered to achieve four result areas i.e : (1) ECE centers and primary schools refurbished and learning environments enhanced (2) ECE and early grade teachers are trained and being mentored (3) Training and management support provided to parents and communities to participate in ECE and primary schools activities (4) Meeting/capacity development and advocacy undertaken with district/provincial officials.

Since the project implementation will be completed by the end of May 2019, CERDAS project is expected to conduct evaluation to measure the impact of various project interventions toward the project main goal to improve education outcomes for young children in project target area. To be able to conduct the process effectively and objectively, the project will hire an external consultant with specific qualifications to conduct the evaluation process.

Main Objectives :
The main objective of this consultancy work is to evaluate CERDAS project implementation in both TTU and Malaka District, as well as to generate and document learning from the project. The evaluation of this project will be based on six aspects: (1) relevance, (2) effectiveness, (3) efficiency of project implementation; (4) the impact of the implementation of the project to accelerate literacy competency carried out either by teachers in schools, communities and local governments; and (5) Sustainability of this project and relevance of this project, and (6) Learning Agenda.

Scope of Work :
The consultant is expected to undertake specific role including:
1. Conduct desk review of relevant CERDAS project documents. This includes understanding project proposal, project narrative report, Literacy Assessment Report, IDELA Report, and project financial document.
2. Develop instrument. Consultant will develop specific instruments to address key areas as highlighted under section B above. Final instruments should be approved by user before conducting either FGD or in-depth interview with informants.
3. Determine selection for informants (adult and children).
4. Conduct FGD and in-depth interview with key informants.
5. Perform data analysis including analysis matrix plan prior to data collection, incl. Statistical analysis.
6. Present preliminary finding to several key staffs
7. Submit narrative report for feedback. Relevant staff with the Yayasan will provide feedback on the narrative report.
8. Submit final version of narrative in English and Bahasa Indonesia, both in three printed report and electronic copies after going through feedback.
9. Provide evaluation summary in ppt/info graphic/word document (5-10 pages length) contain executive summary, background, objective, method, finding, conclusion and recommendation

Deliverables :
Deliverables of this consultancy work:
1. Valid and reliable instruments for data collections and analysis.
2. Data collection report with detail information on how data collection process conducted, challenges and back practices including raw data and clean data in excel/SPSS/Stata for quantity data from survey
3. Preliminary findings presentation (include a set of powerpoint presentation document in English and Bahasa).
4. Raw data including interview records, photos, videos, copy of source of reference, documents, etc.
5. Approved Final High quality project evaluation report both in English and Bahasa version. 

Timeframe :
Start Date March 25th, 2019 up until end of May 2019.

  • Have experiences, preferably within Yayasan Sayangi Tunas Cilik partner of Save the Children working area.

Technical Competencies 
  • Demonstrated expertise in conducting assessment, monitoring, evaluation and learning.
  • Comfortable interacting with all segments of the targeted population 
  • Ability to interact clearly and effectively with government and non-governmental partners and other organizations 
  • Ability to write a comprehensible report that could be used as a lesson learnt to move forward and performs better for the communities. 
  • Consultant MUST have competencies and experience in Education (Basic Education and ECCD).
  • Consultant MUST have competencies and experience in conducting mixed methods (quantitative and qualitative study). All these competencies and experiences are mandatory to be reflected on research team’s CV, sample of relevant previous report might need to be provided during selection processes.
Proposal Requirements 
  • Language: All documents related to this tender shall be in English and all costs shall be expressed in IDR. 
  • Format: Proposals may be submitted electronically. All pieces to the proposal must be labeled clearly. Acceptable formats include Microsoft Word, Microsoft Excel, and PDF. The applicant may fax the signed cover page. 
  • Page Setup: The document should be on A4, single-spaced with one-inch margins, and 12-point font with times new roman. 
  • Length: The proposal should not exceed 20 pages. The technical section may not exceed 10 pages. The suggested breakdown is as follows: cover page (1pg.); Personal profile, Profesional capacity (4pgs.); technical section (10pgs.); and cost narrative (5pgs..). 
  • There is no limit on the length of spreadsheets associated with the cost estimates or on any annexes.
  • Annex Material 
  • Appropriate annex material may include: Curriculum Vitaecopies of reports, and letters of support.
Proposal Contents 
  • Applicants MUST address the following areas in their proposals: 
  • Professional Capacity /references related to experiences according to the scope of work requested by Yayasan Sayangi Tunas Cilik partner of Save the Children. 
  • Applicants must present in narrative format a description of their: (i) Personal profile (supplemental material may be placed in the annex); (ii) Professional capacity to conduct the scope of work; (iii) previous experience conducting similar work; (iv) training capacity; and (v) letters of support (attached in the annex). 
  • Technical Proposal 
  • In the technical section, applicants should describe their approach to the following: (i) research design, research method and implementation, and clear sampling methodology;(ii) data collection plan including human resources, technology used, study location and data collection timeline; (iii) data processing and analysis method; (iv) methodology for data quality assurance; (v) post-analysis and reporting process; (vi) timeline & Person in Charge for each activity. 
Evaluation
§  Review team of the Yayasan Sayangi Tunas Cilik will review and evaluate proposals received on their technical merit and cost estimates.

Review Criteria
Yayasan Sayangi Tunas Cilik partner of Save the Children will evaluate proposals based on the following general criteria: institutional capacity/institutional credentials; technical proposal; comprehensiveness – demonstrating a complete understanding of the SOW and all aspects of the technical design; and cost estimates; – assessing cost estimates against the implementation plan.

Terms and Conditions of Solicitation
a. Period of Validity
The proposal shall be valid for a period of 60 days, starting from the submission date.

b. Notice of Non-Binding Solicitation
Yayasan Sayangi Tunas Cilik partner of Save the Children reserves the right to reject any and all bids received in response to this solicitation and is in no way bound to accept any proposal. Additionally, we reserve the right to negotiate the substance of the finalists’ proposals, as well as the option of accepting partial components of a proposal if appropriate. Quantities provided are estimates only at this time and will be subject to change.

c. Confidentiality
All information provided as part of this solicitation is considered confidential. In the event that any information is inappropriately released, Yayasan Sayangi Tunas Cilik partner of Save the Children will seek appropriate remedies as allowed. Proposals, discussions, and all information received in response to this solicitation will be held as strictly confidential, except where noted otherwise.

d. Notification
Prior to the expiration of the validity of the proposal, Yayasan Sayangi Tunas Cilik shall notify in writing the successful company that submitted the highest-scoring proposal and will invite them for contract negotiations. Yayasan Sayangi Tunas Cilik partner of Save the Children reserves the right to invite the second ranking company for parallel negotiations.

e. Right to Final Negotiations
Yayasan Sayangi Tunas Cilik reserves the option to negotiate final costs and final scope of work, as well as reserves the option to limit or include third parties at Yayasan Sayangi Tunas Cilik’s sole and full discretion in such negotiations. Upon failure to reach agreement on the contents of the contract as stipulated in this document, Yayasan Sayangi Tunas Cilik has the right to terminate the negotiations and invite the next best-rated company for negotiations.

f. Communication
All communication regarding this solicitation shall be directed to appropriate parties at Yayasan Sayangi Tunas Cilik. Contacting third parties involved in the project, the review panel, or any other party may be considered a conflict of interest and could result in proposal disqualification.

g. Acceptance
Award of a proposal does not imply acceptance of its terms and conditions. Yayasan Sayangi Tunas Cilik reserves the option to negotiate on the final terms and conditions
