CONSULTANT TO DEVELOP ENDLINE STUDY OF DIGITAL LITERACY PROJECT GREATER JAKARTA


Save the Children Indonesia seeks Creative Consultant to develop end-line study of DIGITAL LITERACY Project implementation in North Jakarta.

1.     Description/Background of Program:
Save the Children was established in 1919 and has become the world’s leading private child-focused non-governmental alliance with 30-member organizations working in 120 countries throughout the world. By 2014, over 55 million children had been directly reached through the work of Save the Children and its partners.

Our ambition for children will focus on inspiring three specific breakthroughs for children by 2030 are SURVIVE; No child dies from preventable causes before their fifth birthday, LEARN; all children learn from quality basic education and BE PROTECTED; violence against children is no longer tolerated.
Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Our education program focuses on supporting holistic improvements to the education system – from Early Childhood Care and Development (ECCD) services to Basic Education – to ensure that all Indonesian children can fulfil their potential. We currently have programs in 12 provinces throughout Indonesia, including in the poor urban community in North Jakarta. Through education, we reached 108,450 children and 29,209 adults as per December 2018.

Despite the economic growth of Jakarta as the capital city of the country, in between all districts in the province, the poverty rate of North Jakarta city is among the highest, the second highest after Kepulauan Seribu district (BPS, Statistical Year Book of Indonesia 2018). In 2017, the poverty rate in North Jakarta was 5.59% (99.31 thousand people), while the rate for other cities was 3.43%. The most deprived children in poor urban areas still lack access to basic needs such as clean water, sanitation, good nutrition, health, and education services. Moreover, children in North Jakarta are also highly affected by exposure to violence via smartphones and the internet.

According to Statistical Year Book of Indonesia 2018, internet usage in DKI Jakarta province is the highest in the country (60.65%), including children aged > 5 years old. This indicates that interventions utilizing technology would be compatible with the community in North Jakarta, especially for children who are prone to internet misuse. Moreover, to address this issue, it will be effective to familiarize primary school teachers with appropriate utilization of information and technology usage in their classroom teaching activities.

From 2013, Save the Children have been working in North Jakarta area to improve literacy outcomes and health and hygiene behaviour for students in 40 primary schools. This bodes well for mobilizing communities around newer, more technological savvy projects. With the current project focus on literacy, there are opportunities to utilize technology more effectively as a tool to improve literacy and learning outcomes in overall.

2.     Objectives of the Consultancy:
In general, this end-line study is needed as the completion report from the baseline study which has been conducted before. This report will be meaningful to measure project intervention performance after 2 years of implementation. The findings from the study will be used as the internal correction and as part of the project learning process in the future. It is important that the end-line also consider the findings from the baseline and use the project document (log-frame) as the basis of the study.
A proper data collection method, data analysis and interpretation need to be in place to produce a good quality report. It will be meaningful for overall project documentation, as this study will be part of project closing documentation.
Moreover, the objectives of this end-line are focused on:
-        get and collect end-line data/condition (quantitative and qualitative) related Knowledge, Attitude and Practices of students, teachers and parents in targeted project locations; in order to achieve 4 key project’s objectives in targeted schools, as a comparison to the baseline data.
-        identify targets for outcomes and output indicators in the log-frame achievements using the data gathered on Knowledge, Practices and Attitude
-        identify to what extent access to IT improve the quality of learning
-        identify how do the teachers shift/change their behaviour to IT-based learning
-        to what extent digital literacy reduce online risk-taking behaviours of early adolescent
-        to what extent referral system at schools improve online child protection
-        identify and get information on the most current regulations specifically on IT for Learning and Digital Literacy policies, practices and toolkits; to the Ministry of Education and Culture (MOEC), Provincial Education Office (Dinas Pendidikan DKI and/or SUDIN Pendidikan Wilayah II North Jakarta), the Centre for Information & Communication Technology for Education (PUSTEKKOM)
identify and get information on Digital Literacy and Online Child Protection issues and policies to the Ministry of Communication and Information (KEMENKOMINFO); through the Task Force of National Movement of Digital Literacy or named as “Siberkreasi”. At minimum progress achievements of the project should be identified (by comparing with baseline values) with analysis on factors contributing to project achievements to understand why we achieve/ not achieve.
The end-line study will be focused on 14 Elementary Schools in North Jakarta
4..     Scope of Work:
The consultant is expected to form a team for the end-line study and work in close contact with Save the Children team from the preparation phase of the study.. Main tasks and responsibilities of the consultants are as follows:
  1. Design detailed methodology with clear justification, work-plan with schedule, and detail budget (fee and all operational costs) to conduct the end-line study.
  2. Design sampling framework with sample size with clear justification as required by the methodology proposed. 
  3. Prepare tools for the survey, such as questionnaire, interview guideline, observation form, etc in line with the study objectives. *Make sure that tools are to be consulted first with Save the Children end-line PiC, tested and refined as necessary before the start of the survey.
  4. Conduct and process the ethical clearance for the intended study.
  5. Develop an Inception Report to be submitted to Save the Children which consist of the study background, study objectives, research questions, data collection tools, data analysis methodology, etc.
  6. Recruit, train, and manage the team of the base-line survey including enumerators as necessary.
  7. Be responsible and supervise field operations including logistics, permissions to conduct the research, inform consent from individual and families taking part in the study
  8. Collect, compile and analyze all data (disaggregated by sex, age, and disability. Detailed disaggregation category is to be discussed with YTSC), gathered and develop an end-line survey report (including all findings and statistics)
  9. Be responsible for data management and quality control scheme.
  10. Prepare and develop a presentation material of the study, findings and recommendations to be presented to Save the Children and related stakeholders as necessary.
  11. Develop high-quality bilingual reports in English and Bahasa Indonesia. The draft report shall be submitted for discussion and review to Save the Children beforehand. Satisfactorily report should be received by Save the Children prior to releasing final payment to the consultant.

Below are the points that the consultant needs to conduct as part of the consultancy assignment:
-        Manage ethical clearance and local government permit to conduct research/study
-        Adhere to the commitment to child protection, gender equality and child participation
-        Keep all information provided by Save the Children as well as findings of the baseline study confidential

5..     Methodology:
The end-line study will use of multiple methodologies. Both primary and secondary data collection, quantitative and qualitative will be used as well. The selected consultant will be responsible for designing the methodology to answer the objective of the study both qualitative and quantitative.

6..     Confidentiality:
All data collected during this baseline study will become the property of Save the Children Indonesia and will not be shared with other third parties without permission from Save the Children Indonesia.

7.     Deliverable:
During the assignment of the selected consultant, Save the Children expects the consultant to produce the following deliverables:
  1. Inception report to be submitted and approved by the person in charge (PiC) from Save the Children which should include:
i.     Study design
ii.    Sampling plan
iii.  Methodology
iv.  Data entry and analysis
v.    Tools
vi.  Timeline/ work plan for the evaluation

  1. Two printed and electronic copies (on CDs/DVDs/flash disk) of the final report in Bahasa Indonesia and English (with English as the main reference)
  2. Electronic copies of final presentation including infographic/slide presentation for stakeholders
  3. Powerpoint presentation for initial and final presentation
  4. All raw data material (transcript, tabulation, photos, etc.)


8.     Criteria for Consultant Firm:
  1. Proven as a professional research firm to conduct a study and production of international quality report in English minimum in the past 3 years
  2. Proven as the professional research firm that able to design qualitative and quantitative study methodology and instruments and has minimum of 3 years’ experience (portfolio)
  3. Preferably the research firm that is already familiar with ethical research study and process. Able to manage the ethical clearance for the study.
  4. Preferably researcher team in this firm has a solid understanding of the usage of IT (information technology) for education and child protection issues and experiences working with children would be an advantage.
  5. Experience of working with participatory methodologies.
  6. Possess equal composition of qualified academic background, knowledge, experience and capacity among the member of the team to be able to manage the end-line study.
  7. Personnel in this firm has adequate knowledge and experience in conducting a study/ research.
  8. Experience of being involved at Save the Children’s project would be an advantage
  9. Available to meet tight deadline and budgeted fund
  10. Consultant firm located and familiar with Jakarta is preferable.

10. Organization, Roles and Responsibilities:
The consultant will be contracted by and report to Save the Children. Save the Children technical advisors/ staff will act as the advisory group for the research.

11. Payment:
The consultancy fee will be paid in three instalments: 30% upon signing the contract, 30% when the inception report is approved and 40% when the final report is approved. The consultant shall be responsible for covering insurance and all taxes arising from fees paid under the Agreement (according to consultants(s) home country laws). 

12. Application Requirements:
  • Cover letter
  • CV (maximum 3 pages; with references and portfolios) of each person who would be involved in the study
  • Technical proposal (maximum 6 pages) including the scope of work, methodology and key study questions

The proposal should be submitted electronically by Friday, 21 June 2019, 5 pm Jakarta time at the latest to procurement.indonesia@savethechildren.org with Consultancy for Endline Study of DIGITAL LITERACY Project as the subject of the email.



13. Code of Conduct:
Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles are supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant(s) and interpreters if applicable are bound by the principles and conditions of Save the Children’s Code of Conduct and will need to sign it before departing to the field.
A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables
