Finance Officer, BISA Project


Indonesia – Jakarta, Jakarta

Overall Purpose/Broad Function:
Reporting directly to the Country Director, the Finance Officer will provide financial and administrative support services to help ensure timely and efficient program delivery in line with NI’s policies, procedures, program and project objectives.

Key Duties and Responsibilities:
Financial Management
  • Ensure the production of accurate and timely financial information for the project including reviewing financial transactions, journal entries, account reconciliations, financial analysis, and reports before they are submitted to Regional Office (RO).
  • Provide effective support to project staff in understanding and implementing NI’s financial and administrative policies and procedures, including effective and regular use of the Contracts Database.
  • Ensure compliance to donor related policies and procedures and project staff are supported with the same.
  • Ensure the accuracy of information related to all BISA contracts in the Contracts Database and that all related milestones are kept up to date at all time by the Project Managers.
  • In liaison with RO, prepare, manage and review program and operational budgets for the project.
  • Maintain Project MIS and support the Program Director/Country Director in reviewing project budgets on routine basis.
  • Maintain banking arrangements and ensure effective management of cash flow.
  • Ensure effective documentation and management of all assets.
  • Oversee the Program Assistant and the local service providers to ensure the effective administration of contracts, cheque requisitions, checking invoices, preparing payments, timely submission of reports and other follow-up action.
  • Working closely with the Procurement team especially Contracts and Procurement Manager at RO and follow procedures to ensure financial probity and value for money in procurement and all other financial transactions.
  • Ensure regular finance monitoring of the project through field visits and that adequate controls and documentations are maintained in conducting trainings (e.g. participants list, identification verification, etc.) and other activities related to the project.
  • Assist in the development of policies, procedures and internal controls.
  • Monitor financial risk and actively pursue risk mitigation measures.
 Project set-up
  • Assist in the initial setup of the project including office accommodation and administrative matters.
  • During inception period, work closely with the management team to finalize a payment schedule based on KPIs, and to prepare a comprehensive financial management plan.
Payroll
  • Ensure the effective management of staff/consultants salaries/fee, including calculations and timely payment, in line with local laws, tax and social payments with assistance of the local payroll service provider.
Reporting
  • Coordinate with the Project Manager and the Finance and Administration unit at RO to ensure timely submission of technical and financial reports and ensure NI’s obligations are met.
Compliance
  • In liaison with the Finance and Administration unit at RO, coordinate any statutory reporting, internal audits, project audits that may be required, including preparation of financial statements, reports and supporting documentation and ensure compliance with statutory obligations.
    Any other related duties as may be requested.
Possible Supervisory Responsibilities:
  • Program Assistant
Education/Professional Designations/Experience:
  •  Master’s degree in Business Administration, Financial Management or other related field from a recognized university.
  • At least 5 years working experience with an international organization in the field of finance and administration
Travel Requirements:
  • This position will be based in Jakarta with possible travel to project and other locations as may be required.
Language Skills:
  • Strong written and spoken English is required.
  • Knowledge of Bahasa (knowledge of other Indonesian languages desirable)
 Other Specific Skill Requirements:
  • Proficient in MS Word, Excel and PowerPoint.
  • Strong attention to detail and analytical skills.
  • Team player, self-starter and good communicator.
  • Proven time-management skills.
  • Experience of operating robust financial control and reporting systems with strong forecasting, planning and budget management skills.
  • Good working knowledge of National Financial Reporting Standards and tax laws of Indonesia.
  • Proactive and takes initiative to raise issues with management and to resolve identified problems.
  • Ability to work in a multicultural environment
