Project Summary
The USAID/Indonesia Monitoring & Evaluation Support Project (MESP) measures and assesses the effectiveness, relevance and efficiency of USAID’s programs, and uses the knowledge generated to help inform and improve development effectiveness. Our work includes strategy development, conducting evidence-based evaluations and sector assessments, and supporting the monitoring, evaluation and learning practices of USAID’s implementing partners. MESP provides key support to USAID’s Collaborating, Learning and Adapting (CLA) initiatives.
This is a full-time, long-term position based in the MESP Office in Jakarta

Position Summary:
Responsible to oversee MESP project operations (procurement, finance, administration, human resources, etc.) including management of staff, consultant travel and other logistics requirements (surveys, conferences, workshops and training), for compliance with USAID and MSI administrative and financial requirements. The Senior Operations Manager will lead and review project systems and processes to recommend improvement for effective and efficient operation in MESP.

Responsibilities:
·         Provide overall support to MESP implementation, activities and events, working closely with the COP and Program and Operations Teams to help plan, budget, and execute activities.
·         Oversee procurement of subcontracts. Liaise as needed with subcontractors providing technical or operational services to MESP.
·         Maintain MESP security and crisis management policies and procedures, and overseeing their execution.
·         Manage all administrative systems and procedures necessary for the implementation of technical and administrative activities related to the project.
·         Play a key role in HR planning and oversee the on-boarding of long-term and short-term personnel.
·         Ensure MESP’s full compliance with local labor laws, USAID regulations, and MSI policies; update HR policies as required, in coordination with COP and HO.
·         Advise COP and HO on project HR issues and GOI policies per relevant labor laws..
·         In coordination with HO, manage MESP subcontracts and purchase orders – to include preparation of request for proposal (RFP) and subcontract development, monitoring implementation, payment, and closeout.
·         Maintain project electronic and physical files organized, up to date, with proper control version in place.
·         Review field office accounts in order to ensure accurate, timely, and reliable financial statements.
·         Review accounting and financial reports requested by MSI Head Office.
·         Track and analyze MESP local budget and expenses, as guided by the COP.
·         Review and sign financial statements along with the respective supporting documentation, such as explanatory notes, as requested by the tax and audit administration of the GOI.
·         Ensure that the program complies with USAID regulations governing procurements, especially those contained in the ADS, AIDAR, and FAR.

Required Qualifications
·         University degree and minimum 10 years of professional experience as an office, HR, and/or operations manager for an international organization or donor program.
·         Experience on USAID-funded programs strongly preferred.
·         Deep knowledge of Indonesian laws and regulations related to HR, office operations, international organization registration, and related areas.
·         Deep knowledge of relevant USAID rules and regulations related to HR, office operations, procurement, international organization registration in Indonesia, and related areas.
·         Excellent organizational and attention to detail.
·         Ability to work effectively on multiple tasks simultaneously, completing products on time and at the required quality standard.
·         Strong interpersonal skills; ability to work effectively as a team member. Strong written and verbal communication skills.
·         Strong computer skills including knowledge of Microsoft Word, Excel, PowerPoint, Outlook, and internet research and database applications.
·         Written and spoken fluency in English and Indonesian required.
