Services
A. Background
UCLG
ASPAC is one of the Regional Sections of United Cities and Local Governments
(UCLG), an amalgamation of International Union of Local Authorities, United
Towns Organization (UTO), and World Association of the Major Metropolises
(METROPOLIS). UCLG is a worldwide association, and the only local government
organization recognized by the United Nations. The Asia and Pacific region is
the biggest of the Regional Sections in UCLG with linkages to more than 7,000
local governments. It represents over 3.76 billion people- making up more than
half of the world’s population– and incorporates economically fast-developing
countries such as China, India, and Indonesia.
In January 2020, the European Union
(EU) and the United Cities and Local Governments Asia Pacific (UCLG ASPAC)
launched the Climate Resilient and Inclusive Cities (CRIC) Project to help
cities plan and prepare better to mitigate and adapt to climate change. The
project seeks to create a long-lasting and unique cooperation between cities
and research centers in Europe, Southeast Asia, and South Asia through a series
of workshops, joint training, and transfer of knowledge and testing tools. The
project will be implemented in 10 Indonesian pilot cities where the city
governments will receive technical assistance on how to integrate resilience
and inclusivity in their urban development plans.
Throughout
the project implementation, we will produce various communication materials to
be disseminated to audiences ranging from policymakers, researchers, NGOs,
CSOs, local communities in pilot cities also international audiences in Europe
and South Asia. To ensure a consistent and quality visual identity of our
project, we are seeking a graphic designer who can create and design visual
communication pieces to engage the aforementioned stakeholders.
The selected designer will work
closely with the CRIC team to plan, design, layout and prepare visual
communication pieces in line with CRIC and UCLG guidelines. The pieces include
web and printed materials in forms of digital/printed graphics and
illustrations, layout, and creative design.
The consultant must have the ability
to exercise creativity as to improve CRIC and UCLG’s branding and visibility
efforts. She/he must be able to work with Adobe Suite, web and other files as
requested and comply with reporting processes and agreed timeline.
The
assignment corresponds to the CRIC Project’s activities; hence costs incurred
during the assignment will be allocated from the CRIC
Project.
B. Objective
The objective of the assignment is the provision of
visual communication and graphic design services for all communication
materials produced within the CRIC Project and UCLG ASPAC.
C. Expected Result
The consultant is expected to provide these following services:
· Creative design
· Digital/printed graphics/illustration
· Copy fitting and lay-outing
Communication materials will include: templates for report/presentation/ newsletters, print publications, social media posts that will be required either regularly or as-needed basis.
Type of minimum design services required:
· Rate for creative design of A4 (two sides) inclusive 3x free revisions
· Rate for booklet layout up to 20 pages
· Rate for every additional 3x design revisions
· Other services following further specific requirements
The unit rate is subject for review on an annual basis.
D. SPECIFICATION
The consultant has to submit:
· Original version or graphically designed materials
· All artwork in high resolution
· Print-ready version of all materials
· Detailed print specifications
· Printed hard-copy (if requested)
E. SCOPE OF WORK
The selected consultant will be performing these following duties:

Review creative brief provided by the CRIC team
·
Propose design plan in close consultation with the CRIC team
·
Submit first draft of design
·
Incorporate feedback from the CRIC team
·
Submit final design
·
Ensure that design fits the format of selected communication channels
·
Prepare files for printing/publication
F. TIMEFRAME
The consultant will be required to work immediately starting from August 2020 until the end of the project.
