Germany is a catholic relief agency that commits itself worldwide to
emergency aid and reconstruction, and develops social services in many
countries of the world. The Country Office of Caritas Germany in

- ToGETHER programme
With
the support from the German Foreign Office (Auswärtiges Amt, AA),
Caritas Germany is establishing a consortium with four other German NGOs
to apply the program called “ToGETHER” - Towards Greater Effectiveness
and Timeliness in Humanitarian Emergency Response”. The aim of the
project is to support local actors in strengthening their capacities in
humanitarian response, preparedness, coordination and advocacy. In each
of the countries, up to 5 (five) national organisations can participate
in the programme as Local Humanitarian Partners (LHP). Based on an
assessment, the program will design and implement country-specific
activities to increase the representation of local actors in the
national humanitarian system and to shape their advocacy in relevant
policy processes. It will furthermore strengthen LHP’s capacities for a
more effective operational humanitarian response through trainings,
workshops, mentoring and a strategic partnership.
ToGETHER
is a three year programme that offers an opportunity and support to the
selected local or national organisations in Indonesia (Local and
National NGOs) to jointly develop and undertake capacity strengthening
and exchange measures in humanitarian response that includes among other
are Information sharing, Capacity Building, Promotion of Learning
Opportunities and Advocacy in order to reinforce their institutional and
operational capacity to effectively respond to the humanitarian crisis.
B.1 Programme-related criteria
1. Have mandate and vision that are in line with ToGETHER programme on localising humanitarian emergency response
2. Have
the willingness and ability to further develop capacities in
humanitarian response, i.e. have a basic institutional structure and the
time to fully commit to the programme
3. Have
the willingness to actively engage in and contribute to the joint
effort, share knowledge and participate in joint initiatives at the
Country Steering Committee level
4. Support a strategic approach beyond the survival and growth interest of the organisation
5. Have
a presence in disaster prone or disaster affected areas of the country
preferably in West Sumatera, Lombok Island, NTT, Central Sulawesi, North
Sulawesi and Maluku.
6. Have
previous experience in humanitarian (or preparedness) action (e.g.
small-scale emergency response) and/or have a double mandate in
development and humanitarian action
7. Have
experience in working with marginalised and vulnerable groups (e.g.
women, ethnic minorities, people living with disability)
8. Be
committed to undertaking a self-defined capacity self-assessment to
develop and implement a strengthening plan in the areas of humanitarian
preparedness, response, coordination, advocacy and political dialogue
9. Show willingness to actively engage in humanitarian advocacy in the country (to the extent possible)
10. Be committed to developing a strategy plan for the sustainability of the organisation after the end of the programme
2. Be
able to second or hire a full-time staff member for the project
throughout the duration of the programme that will be funded by the
program
3. Be
willing to undergo a reference check and a two-way risk assessment,
should this not already exist due to a previous partnership with one of
the consortium partners
4. Sign a partnership agreement with the consortium lead in the country

Any
local or national organisation meeting the above programme-related
criteria and administrative requirements are encouraged to submit an
Expression of Interest containing the following documents:
- Short Concept Paper containing information of experience in Emergency Response
- A portfolio of the organization that includes the organizational profile (showed by brochure or website)
- A copy of constitution and/ or by- laws of the organization and a copy of the Certificate of Registration.
- Copies of statement of annual budget and annual reports (If any)

- Signatory parties engage in a relationship and cooperation of mutual trust and respect, ensuring that each one knows and respects the mandate, charters or statutes of the other and recognises the specificity of each other’s contribution to the partnership.
- Each partner acknowledges the common interest in achieving common goals, using shared resources where possible, and learning from each other.
- The two parties carry out their roles in the implementation of activities in order to support and supplement each other while preserving their autonomy and assuming their responsibilities.
- Partners shall share and make relevant information (e.g. policy, strategies, plans, decisions, reports and financial matters) available to each other, to stakeholders and to the public domain. This includes zero tolerance against fraudulent behaviour, including any form of corruption.
- Both partners are accountable to each other and towards stakeholders. This implies commitment to the Core Humanitarian Standard.
- The partners adhere in all of its humanitarian interventions to the “Code of conduct for the international red cross and red crescent movement and NGOs in disaster relief” and to the humanitarian principles of humanity, neutrality, impartiality and independence outlined herein. The humanitarian imperative, which is the right to offer and the right to receive humanitarian assistance, comes first.
- The partners implement their projects in a conflict-sensitive manner and follow the do no harm approach to avoid unintentional negative effects to the affected population, potentially exacerbating the crisis or conflict situation.
- The partners adhere to the Sphere Standards, outlining technical and minimum standards for emergency response. Local specificities are agreed upon in the coordination mechanisms.
