SENIOR HIV/AIDS M & E ADVISOR
Palladium
is appointed by USAID to manage USAID-funded Health technical Assistance
Project (BANTU), to support USAID Indonesia’s Country Development Cooperation
Strategy (CDCS) by rapidly leveraging specialized short and long-term technical
assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI),
and other organizations and agencies as required.
We are
currently seeking a long-term Senior HIV/AIDS Monitoring and Evaluation Advisor
to work closely with USAID/Indonesia’s Office of Health and its local counterparts.
JOB SUMMARY:
Throughout most Indonesia, HIV/AIDS remains a concentrated among
high-risk behavior groups of sex workers, men who have sex with men (MSM),
people who inject drugs (PWID) and transgender persons (TG) in medium and large
cities and major ports in the world’s largest archipelago. The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) strategy in Indonesia supports the Government
of Indonesia
(GOI) in achieving its goals
to prevent and reduce the transmission
of HIV infection; improve the quality of life for people living with HIV; and
reduce the socioeconomic impact of the AIDS epidemic on individuals, families and
society. The current USAID-funded activities
focus on expanding access to HIV services; reducing sexual
transmission of HIV and harm reduction by accelerating condom availability and use
among high risk groups
(MSM, FSW, TG, PWID and other high-risk
men); building the capacity of civil society organizations and government
counterparts to provide appropriate prevention services; and providing technical
assistance (TA) to support
Ministry of Health (MOH) efforts to expand coverage and
improve the quality of prevention
and treatment services
USAID-funded activities focus on expanding access to HIV services;
reducing sexual transmission of HIV and harm reduction by accelerating condom
availability and use among high risk behavior groups (MSM, FSW, TG, PWID and
other high-risk men); building the capacity of civil society organizations and
government counterparts to provide appropriate prevention services; and
providing technical assistance (TA) to support Ministry of Health (MOH) and
National AIDS Commission (NAC) efforts to expand coverage and improve the
quality of prevention and treatment services.
Palladium is recruiting for an Indonesian (local hire) Senior
Indonesian HIV/AIDS Monitoring and Evaluation (M&E) Advisor to be seconded
to the MOH to help improve data management flow and quality of routine
HIV-related program data from the service delivery level to the district,
provincial and national levels. This individual will serve as a key member of
the M&E team within the MOH’s Sub-Directorate AIDS (Sub-Dit AIDS) and play
a crucial role in the national M&E working group. S/he will provide technical expertise and
guidance in areas related to the routine monitoring and evaluation of the GOI’s
HIV program at the national, provincial, and local government levels. This is a long-term advisor position, based
in Jakarta, Indonesia.
REQUIREMENT: Master’s degree in public health, epidemiology,
biostatistics, demography, social or behavioural science or a related field is
required, 10 years’ experience in public health programming with min. 5 years
in program HIV/AIDS M&E, good analytical skills, strong knowledge of donor
programs and coordination process in HIV/AIDS, experienced in developing,
writing and conducting M&E report and assessments, excellent in English and
Bahasa Indonesia.
