Based in Jakarta, Indonesia

The Organization

Founded in 1982, Search for Common Ground (SFCG) is the largest dedicated international non-governmental organization working in the field of conflict transformation. Operating within 34 countries, SFCG uses creative, multi-faceted approaches to help divided communities understand differences while working toward commonalities.



SFCG has been working in Indonesia since 2002 and works to promote social cohesion through work with government agencies, youth, media, and women’s groups across the country.

 

Search for Common Ground has made Design, Monitoring & Evaluation (DM&E) a priority within the organization. Supporting by an internal agency, the Institutional Learning Team and country programs are upgrading techniques, skills, and expectations in the area of DM&E to further improve our ability to design, monitor, conduct, and evaluate intelligent, effective, and meaningful programs to make our mission a reality.

 

Summary of Position

The SFCG Indonesia program has specific D&ME needs that will be managed by the DME Officer (part-time, 50%) with a possibility to expand to a full-time level of effort, based on the growing program development. The position-based is located in Jakarta, Indonesia and reports to the Country Director of SFCG Indonesia.

 

Design, Monitoring & Evaluation (DM&E) Responsibilities

 

The DM&E Officer will be dedicated to the following responsibilities, liaising daily with project Manager to meet their specific DM&E needs. The DME Officer will be primarily responsible for coordinating the research, design, monitoring and evaluation, and organizational learning efforts of SFCG projects conducted in Indonesia and develop and execute a transition plan for SFCG Indonesia posts 2022.

 

Responsibilities include, but are not limited to:

  •  Create and implement project logic frameworks, indicators, targets, data collection tools, M&E plans.
  •  Provide timely, quality support, data collecting, and coaching to the different project coordinators to meet their specific DM&E  needs;
  •  Contribute to identify and synthesize good practices and lessons learned.
  •  Coordinate and manage external evaluation contracts and teams;
  • Maintain a database to ensure all program outputs and results are accurately recorded and coordinated to inform program staff; 
  •  Assist Project Manager in providing monthly and quarterly reports on all activities, outputs and relevant outcome indicators to the Country Director and ILT; 
  • Assist with creating an overall Knowledge Management strategy.
  • Meet regularly with SFCG Indonesia staff to review the progress of projects against project objectives, indicators, and deliverables, and give meaningful input and recommendations into the project management and institutional learning; 
  • Participate in and contribute towards internal evaluation processes;
  • Work with the ILT’s Senior Manager to provide support and guidance to the different projects in the development and implementation of their M&E work plans;
  • Be directly engaged in the continuing development of the organization, its mission and its staff, through the sharing of experience and knowledge;
  • Contribute to design, monitoring and evaluation with new project development and proposal development;
  • Complete all other tasks as required.

Minimum Qualifications

Essential:

  • Minimum of two (3) years of work experience in a civil society or NGO setting
  • At least two (2) years of field-based data collection and analysis experience
  • At least two (2) years of work experience in design, monitoring, and evaluation methodologies
  • Bachelor’s Degree in a related area required (Master’s degree preferred)
  • Knowledge of logical framework and results framework planning and evaluation methodologies, and the ability to coach and train others in their use
  • Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships
  • Strong commitment to values in data-based decision making, transparency, community empowerment, methodological rigor, and program learning
  • High standards of integrity, professionalism, and impartiality
  • Able to work independently and effectively in a team environment
  • Detail-oriented and highly organized, with a proactive approach
  •  Ability to multi-task and work to meet tight deadlines
  • Proficient in use of Microsoft Word, PowerPoint, and Excel, as well as web browsers
  • Excellent ability to communicate effectively in Bahasa and English, both verbally and in writing
  • Ability to travel within and outside of Indonesia

 

Highly Desirable:

  • Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation
  • Demonstrated technical capacity in the design, implementation, and analysis of various data collection tools including interviews, surveys, focus group discussions, and pre/posttests.
  • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants
  • Experience working internationally and specifically in conflict/fragile state environments
  • Knowledge of data analysis software (e.g. SAS, SPSS)
