Project Officer (BISEG) Sumba Barat Daya - Handicap International Federation

HI has been present in NTT since 2010 and has since contributed to the disability movement through various projects designed to enhance participation of people with disabilities in various topics of the development process including inclusive disaster risk management, inclusive education, and inclusive planning and budgeting process. 

Since 2018 HI has been implementing a project focuses on social economic inclusion as a full participation in the society and aim to seek increased participation and equal opportunities for traditionally excluded groups – such as women, vulnerable youth, people living in poverty and people with disabilities named “Building inclusive and sustainable economic growth through Civil Society Organizations (CSOs) participation” (BISEG Project) in 6 districts in NTT  with a local CSO, Perkumpulan Relawan CIS Timor (CIS Timor), and funded by the European Union. 

In order to obtain the project goal, HI is currently looking for a project officer replacement for its offices in Sumba Barat Daya. S/he will work alone in each district under the long-distance supervision of the project manager who is based in Kupang. The project officer will be responsible for the project implementation in her/his working area in close collaboration with CIS Timor project officer/facilitator. The detail is as follows:

Position Title : Project Officer

Location : Sumba Barat Daya

Closing date : rolling (this position will be filled as soon as the suitable candidate is identified)

Basic Salary Range :Rp 6.3 – 6.6 million IDR depending on objective weighting of candidate’s profile

The successful candidate is expected to start within March 2021.

TASKS/RESPONSIBILITIES

Under the line management of the Project Manager who is based in Kupang, the project officer will be responsible for the project implementation in Sumba Barat Daya. The successful applicant must be willing to travel within his/her working area by any transportation means. The tasks in particular are: 

1. Support the Project Manager in the project implementation

2. Provide technical assistance to local authorities (LAs), civil society organizations (CSOs), the project implementing partner 

3. Perform monitoring & evaluation of the project

4. Sensitize & mobilize all stakeholders on inclusive livelihood & economic participation

5. Manage the activities & budget under his/her domain

6. Contribute to the development of project tools, assess them and recommend improvements

7. Manage administrative & logistic needs of his/her domain including cash box management

KNOWLEDGE REQUIREMENTS

• Bachelor degree in social sciences, economics, and other relevant field; or in any discipline with at least 3 years of experience in livelihood projects

• Minimum 2 years practical experience in the field of disability, excluded group and support to civil society

Minimum 2 years experience in an international organization

• Experience in  local planning-budgeting processes

• Experience working with DPO and persons with disabilities; and/or working in women and youth group issues.

• Experience of working with multi-cultural and/or pluri-disciplinary teams and being managed by distance 

• Good knowledge of the livelihood / economic development stakeholders in his/her assigned area

• Good in computer and communication skills, fluency in MS Outlook is desired

• Proactivity and autonomy

• Problem solving

• Capacity building 

• Coaching and mentoring skills

• Demonstrable Relational skills – public speaking backgrounds, facilitation, persuasiveness 

• Good team player 

• Have Motorbike Driver License (SIM C) & willing to ride a motorbike for work purposes

  
Contract duration will be until the end of project (31 October 2021).
