BACKGROUND

The Mitra Kunci Initiative is a five-year, $15 million, USAID-funded program that will promote more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The Mitra Kunci team will provide USAID project implementers and workforce stakeholders with technical support, connections, and platforms to help build a more robust and responsive workforce development ecosystem. In addition to management support, capacity building, and coordination, DAI’s technical assistance will include identifying, piloting, and scaling new workforce development approaches and innovations. The goal of USAID’s inclusive workforce development work is to connect 200,000 poor and vulnerable young Indonesians with learning and livelihood opportunities.

 

TASKS AND RESPONSIBILITIES:

The Entrepreneurial Education Program Consultant’s main task and responsibility is to support Mitra Kunci in analyzing the impact of the Student Community Service Program on Entrepreneurship (KKN TKWU), particularly related to the Merdeka Belajar Kampus Merdek/MBKM (Freedom Learning, Campus Freedom) Program under the Ministry of Education and Culture (MoEC).

 

ESSENTIAL DUTIES

§  Provide technical review of 25 case studies on KKN TKWU created by Mitra Kunci’s university partners, to gather qualitative data 

   summarizing the impact of the KKN TKWU program.

§  Coordinate and conduct peer to peer interviews in coordination with university partners to gather data about the overall impact from 

   implementation of KKN TKWU.

§  Using this data, support COP and Advocacy and Partnership Coordination Manager (APCM) to provide recommendations on the 

   advocacy strategy to MoEC for sustaining the program.

§  Other relevant duties as assigned by COP and APCM.  

 

DELIVERABLES

§  Analysis of cases study reports on the impact of KKN TKWU across 7 universities.

§  List of interview questions (approved before interviews conducted).

§  Report from interviews showing the impact of the KKN TKWU program and the capacity of each university to adopt MBKM (Freedom 

   Learning, Campus Freedom) Program.

§  Written recommendations on ensuring KKN TKWU program sustainability, and inputs for program advocacy strategy.

 

SUPERVISORY RESPONSIBILITY

None.

 

BASE OF OPERATION

The Entrepreneurial Education Program Consultant will be based in Jakarta, Indonesia with potential traveling to Mitra Kunci working areas, as necessary.

 

REPORTING

Entrepreneurial Education Program Consultant will report to the Chief of Party (COP) with close coordination with APCM and Higher Education Institution (HEI) and Youth Engagement Specialist.

 

LEVEL OF EFFORT AND TIMELINE:

The level of effort (LOE) for this assignment is up to 25 working days between the period of on/about June – September 30, 2021.

 

QUALIFICATION

Consultant on Entrepreneurial Education Program needs to have the set of knowledge, experience, and skills as follows:

·       Minimum Master’s degree in relevant subject area. PhD degree strongly preferred;

·       Minimum 5-years’ experience working in higher education institutions with at least 3 years of experience managing activities related 

      to student entrepreneurship;

·       Strong skills and knowledge on research methodology for both desk and field research;

·       Strong knowledge of business incubation and innovation for student entrepreneurs, learning and student affairs program;

·       Has experience working with Indonesian government institutions in national and sub-national levels;

·       Strong knowledge of Indonesian higher education system, good relationship with MoEC will be preferred;

·       Strong written and oral communication skills in Bahasa Indonesia and English;

·       Experience working with international donor projects is preferred.
