ADRA Indonesia is seeking services of an experienced consultant to carry out a Barrier Analysis (BA) and to design Behavior Change and Communication strategy (BCC) on COVID-19 vaccine for elderly as summarize below.

Background

Yayasan ADRA Indonesia is an Agency of the Seventh-day Adventist Church. The mission of the agency is to serve humanity so all may live as God intended. ADRA Indonesia belongs to the worldwide ADRA network, comprised of more than 120 supporting and implementing country offices.

 

Since March 2020, ADRA Indonesia has focus its Covid-19 response projects to assist elderly in East Java, West Java and Sulawesi to enable elderly people to stay at home and prevent them from being exposed to Covid-19.  Starting June 2021, ADRA Indonesia has focus its Covid-19 response program to enable Elderly to have more access to vaccine and support government efforts on prioritizing elderly in vaccination program to reduce mortality rate because of Covid-19. 

 

Elderly who living in a chronic poor, living with comorbidities while in a high-risk environment are need to be prioritized, but they facing some determinants to get vaccine that need to be identified. They may afraid to come to health facilities, they may do not have money or no helper/assistance to bring them to vaccine center. Some elderlies may living with their children or grandson who may hesitance to vaccine. Elderly may also prefer not to be vaccine because she/he have comorbid or afraid to get sick or may get infected with the virus in the health center.

 

Functions of role

 

The consultant role is to carry out a Barrier Analysis (BA) on Covid-19 vaccine in some districts in Java and Central Sulawesi of which findings will inform a behavior change strategy that aims to provide correct information and to influence positive perceptions of elderly and related key groups on Covid-19 vaccine. The research will provide understand the existing determinants on Covid-19 vaccine and thereafter promote good behavior in vaccination.

 

Duties and Responsibilities

The purpose of the BA and BCC study is to determine key barriers to behavior change among elderly people of chronic poor who still struggling in public space to earn income for living. The barrier analysis will inform a behavior change strategy and communication plan to increase awareness and encourage elderly to get Covid-19 vaccine.

 

In the near future, the vaccination of Covid-19 may become new behavior, since someone should take not only one but twice or more to boost or to keep antibody system. Therefore, the BA and BCC study can inform activities to the project team so they can help key groups to change perspective and adopt new behavior while continue to observe health protocols to prevent them contracting the virus.

 

The Consultant also need to present the communication plan to the volunteers, since they are the one who directly working with key groups and to bring elderly people to get vaccine. The Consultant is required to undertake the following tasks:

 

·       To establish key barriers to behavior change in target groups’ practices associated with vaccination on Covid-19

·       To identify the influencing groups and priority group motivator for adoption of desired practices and behaviors

·       To identify the most important enablers that are likely to foster appropriate changes in target groups’ practices associated with vaccination on COVID-19;

·       To develop an effective behavior change strategy and communication plan for the Covid-19 vaccination intervention.

 

Deliverables

The consultant will produce the following key outputs, subject to further refinement after consultation:

·       Inception report with a detailed framework/design and implementation plan, the data collection tools and a sampling framework;

·       Draft report and final report of BA study and BCC strategy. The consultant shall present the results in an organized and concise manner.  The final report will have: an executive summary, introduction, methods, enabling environment analysis, barrier analysis result, discussion of results, summary of key actions. Pictures and appendices shall form part of the Annexes.

 

Qualifications and Competencies Required

·       Minimum 5 years’ experience of conducting relevant public health surveys and assessments and proven capability to conduct barriers analysis and management capability to conduct formative research

·       Advanced university degree in social science, communication, anthropology or other relevant fields.

·       Have strong background in quantitative and qualitative data analysis, good reporting and presentation skills and proven ability to work independently;
