Humanis dan Inovasi Sosial is an Indonesian organization affiliated
with Hivos, born out of an active collaboration between Netherlands
based Hivos and several like-minded Indonesian academics and civil
society leaders who subscribe to the values and mission of Hivos. The
purpose is to promote humanist values in the social, health, and
cultural fields which is defined in terms of the ability for each
individual to assess and decide independently and responsibly, the right
to freedom, dignity and a passion to create a just and tolerant
society.
Title : Consultant for Voice for Climate Action Baseline Study

Duration : 2 (two) months between July to August 2021
VCA
Program is about climate justice i.e. climate change is not only an
environmental problem to be addressed but also a societal challenge with
ethical and human rights aspects. Hence, we intend to build
community-led climate solutions through an inclusive and rights-based
approach. This includes building a broad-based climate alliance at the
country and local level, bridging divides (urban-rural, gender, youth),
amplifying voices in new, unusual ways.
Women,
young people, and other marginalised groups often have critical
perspectives on power structures and alternative approaches to the
climate crisis. This alliance sees harnessing these diverse
perspectives, alternative approaches and harnessing women's leadership
as key to ensure the voice of marginalised groups is heard. Climate
transitions will be intrinsically political – meaning civil society must
navigate new, often digital, emerging civic space and be open for
innovation and re-imagination with new actors and movements. In
addition, the programme will influence policies and financial flows
(climate finance, private sector investments) in support of these local
to global solutions. A stronger community and civil society voice and
bold new coalitions for influencing and co-creating solutions offer
opportunities to protect, expand civic space, engaging in inclusive
dialogue in partnership with people that builds mutual trust and
accelerates a just climate transition. During the 5 years' program
period the alliance aims to increase ownership and also build capacities
of the CSOs. The program is funded by the Netherlands Ministry of
Foreign Affairs under the "Power of Voices" framework.
In
Indonesia, the programme will focus on the national and local level
especially starting from the targeted area with the urban and rural
settings such as Jakarta, East Nusa Tenggara, and Papua.
Objective
The
alliance members of VCA programme in Indonesia are seeking a consultant
to carry out a baseline study (first part) on behalf of the programme.
The baseline should reflect the climate change and civic space issues in
Indonesia, especially in the programme areas (start from Jakarta, East
Nusa Tenggara, and Papua) with a specific focus on the climate justice
approach that refers to climate change is not only the environmental
issue, but also the social justice. Then, the promotion of climate
solutions that are locally (co-)developed, shaped or supported by
citizens and civil society in a way that effectively and appropriately
addresses their fundamental rights and needs.
This
baseline study will build from current country analysis and Theory of
Change (ToC) by updating the information and adjusting or expanding
where needed. This first part of the baseline study will aim to provide
more thorough assessment and description based on the points elaborated
in the current context analysis and ToC in the programme proposal. Based
on this assessment, it is expected that there would be recommendations
to improve or revise the country ToC that may include a new target or
exclude one of the previously planned targets. The baseline study has
the following objectives
• To
assess climate justice issues through an intersectional approach and
identify major themes, knowledge gaps, and priorities for action.
• To
draw from the experiences of indigenous peoples, women, youth, and
other marginalised groups to inform strategies of centering them in
climate justice interventions
• To review the context analysis and Theory of Change (ToC)
• To
inform the development of output and outcome indicators and target
setting for the programme that suitable with the programme setting both
in urban and rural areas
• To further guide and give recommendations for further programmatic choices and climate action interventions under the programme
Scope of work
The
consultant is responsible for producing the baseline study that will
provide necessary background and contextual information to the
programme. The several tasks that need to be performed by the consultant
are:
• Develop research proposal including study design, methodology, methods, data collection planning, and quality control procedures
• The
consultant will go through the current context analysis and ToC in the
programme proposal together with the alliance members in Indonesia to
make sure there is a shared understanding of the already identified
knowledge gaps and to identify any (additional) knowledge or evidence
gaps
• Coordinate
the data collection process for the baseline study (including a plan for
data management, research permit, preparation of field sites and
personnel)
• Analyse the data and write the reports (in English)
• Present the findings to the alliance members
• Involve in the ToC validation workshop together with alliance’s partners
• Ensure incorporation of all Covid-19 health protocol in the process
Qualifications and Experiences :
• Has
an advanced university degree in Social Sciences, Environmental
Science, Policy analysis or related field, or similar experiences;
• A
minimum of five years of similar work experience is required. The
candidate should be able to work independently – with minimum guidance
from supervisors.
• In-depth knowledge and experience on research methods
• Previous research and evaluations related to climate change, climate justice, youth, and gender studies is advantageous
• Previous working in targeted area is advantageous
• Ability to work well in multi-disciplinary and multi-cultural teams
• Strong interpersonal and oral communication skills
• Displays cultural, gender, religion, and age sensitivity and adaptability
• Fluent in both verbal and written English and Bahasa Indonesia
• Skills:
Effective Communication; Facilitation and decision making; Critical
thinking; Collaboration and partnership; Mentoring and Coaching.
