A. Introduction
Pujiono Centre is currently implementing a project entitled Locally Led Disaster Preparedness and Protection through Strong Institutions, Capable Staff, and Continuous Learning in Three Provinces in Indonesia, or the LLDPP (Locally Led Disaster Preparedness and Protection) Project. This project is being implemented in Pandeglang, Banten; Sigi, Central Sulawesi, and Bima, West Nusa Tenggara. This project is funded by ECHO and implemented by a consortium of ADRA Indonesia, RedR, Muhammadiyah Disaster Management Center (MDMC) and Yayasan Plan International Indonesia, and Pujiono Centre.
The objective of LLDPP Project is to strengthen humanitarian response at the subnational level, and the cluster coordination capacity which will result in the safety, dignified, and protected rights of the impacted people, minimized hazard, and the increased access to aid, in accordance with the needs and without discrimination, for future disaster response.
Pujiono Center opens career opportunities in several activity in LLDPP projects as follows:
a. Develop Influencing Strategy on Protection Mainstreaming in Other Sectoral Responses (Integrating the Covid-19 Lessons Learned on Protection) (Code: R3A1)
b. Professional learning workshops and other engagement with BNPB & AHA center on recommendations of the project (Transmitting recommendations from local to national/regional (Code: R3A6)
c. Documentation and publishing of the learning process as well as good practices on contingency planning and LDRF development process and functionality for replications and sharing nationally and the Southeast Asian region (Code: R3A7)
B. Key Responsibillities Include:
a. Researcher and facilitator will work with LLDPP Pujiono Centre’s Team and LLDPP consortium. (R3A1, R3A6, R3A7)
b. Develop research ToR, workplan, study design, methodology, respondent draft, planning and quality control research. (R3A1, R3A7)
c. Drafting workplan, ToR, and material for Professional learning workshops (R3A6).
d. Coordinate the development of the data collection tools needed for the research (R3A1, R3A7)
e. Conduct data collection for the research (R3A1, R3A7)
f. Analyze the data collection. (R3A1, R3A7)
g. Prepare workshop with LLDPP Pujiono Centre’s Team (R3A6).
h. Facilitate Professional learning workshops (R3A6).
i. Write up the results in a draft report. (R3A1, R3A6, R3A7)
j. Revise and finalization report. (R3A1, R3A6, R3A7)
k. Facilitate workshop dissemination (R3A1, R3A6, R3A7)
C. Deliverables
1. Inception Report (To be finalised one week after the commencement of the consultancy) - Analysis of existing situation and plan of work for the assignment. The inception report will include timeline, research questions, methodologies (study design, and suggested instruments and tools) to be applied, and a detailed outline of the report (although an overarching report outline will be provided)
2. Development of the data collection tools. (To be ready at the end of June, 2021)
3. Final Report ( R3A1 : To be ready and send in on August 30, 2021, R3A6: To be ready and send in on September 30, 2021, R3A7: To be ready and send in on December 30, 2021).
D. Qualification and Competencies
General Competencies:
1. Strong interpersonal and oral communication skills;
2. Ability to work well in multi-disciplinary and multi-cultural teams;
3. Strong interpersonal skills, in particular, demonstrated team leadership qualities;
4. Displays cultural, gender, religion, and age sensitivity and adaptability;
5. High level planning, organizational and time management skills;
6. Ability to quickly adapt to change, and to remain calm under pressure;
7. Excellent analytical, communication and report writing skills.
Qualification:
1. Graduated in social science or related field, Master’s Degree in Development, Social Science, DRR Science is preferable.
2. At least 5 years of research experience of DRR.
3. Experience in and have knowledge with research of humanitarian.
4. Strong skills and track record in research design and report writing (in English).
5. Sufficient skills and knowledge on advocacy to government and protection and gender mainstreaming in the project.
6. Ability to design research methodology and facilitate workshop disemination.

2. Portfolio indicating previous research experiences in qualitative and quantitative research, preferably on the issues and the core principles of the Disaster Risk Reduction (DRR) programme as stated in this term of reference, and a list of previously research conducted;
3. Samples of previous research reports.
