Indonesia Public Procurement Expert/Specialist

 

Located: Jakarta

Alatan Asasta Indonesia (AAI) is a consulting, research and training company in the field of public policy, management and government administration.  AAI is trusted by The United States Department of Justice International Criminal Investigative Training Assistance Program (USDOJ / ICITAP) to manage and implement the Organizational Development Mentoring and Procurement Skill Training Project in collaboration with Indonesian Government Institution. The main objectives are to reform and modernize the system and management of public procurement on government institution and to improve procurement HR skills.

AAI is seeking a dynamic and experienced professional for the full-time position of Public Procurement Expert/Specialist.

 

Key Duties

The Public Procurement Expert , under the supervision of AAI, will conduct :

  1. Support and consult public procurement implementation in selected government institution
  2. Develop planning and conduct capacity building activities for public procurement personnel
  3. Improve existing procurement SOP’s and develop various related Procurement SOPs based on Business process approved by stakeholders
  4. Develop the guidelines of public procurement for procurement personnel
  5. Support the legalization/formalization of SOPs and guidelines
  6. Improve procurement performance indicators
  7. Monitor and evaluate the implementation of procurement performance and provide the report on PMM to executive leaders
  8. Working closely with the team member and clients

Qualifications:

  1. Master degree on Management (Supply Change Management/procurement), Economic, Public Policy, and/or related fields;
  2. Have minimum 5 years’ experiences on government procurement
  3. Have a sufficient knowledge on Indonesian law/regulation on procurement
  4. Have official certificate on public procurement and/or strategic procurement and procurement contract management.
  5. Have official certificate on ToT and/or Indonesia Procurement Facilitator would be an advantage
  6. Able and had significant experiences in developing SOP and guideline
  7. Demonstrated experiences working on consulting and mentoring activities with governments, multi-donor agency and/or development partner;

8.       Have strong leadership and diplomacy skills, and ability to build relationships and influence stakeholders

  1. Fluency in written and spoken English and Bahasa Indonesia.
  2. Proficiency in MS Office
