Vacancy Announcement "Government Relations Senior Coordinator"

The Wildlife Conservation Society (WCS) is a US based charitable organization whose mission is to save wildlife and wild places worldwide through science, conservation action, education, and to inspire people to value nature. The Wildlife Conservation Society-Indonesia Program (WCS-IP) works on biodiversity conservation projects across Indonesia in support to the Government of Indonesia (GoI) biodiversity conservation efforts through Ministry of Environment and Forestry (MoEF). Since the signing of first formal Memorandum of Understanding in 1997, WCS-IP has significantly grown over the last decades. As an international organization working in Indonesia, WCS-IP needs to ensure its compliance with relevant laws and regulations to achieve an efficient, high standard and best support to the GoI.

OBJECTIVE

The Government Relations Coordinator main responsibility is to lead and coordinate the function of Government Relations Unit, externally to liaise with Government of Indonesia (GoI) in general and MoEF in particular, to ensure WCS-IP’s adherence/compliance to all applicable laws and regulations as International Organization (INGO) operating in Indonesia, as well as to general donors’ requirements. To achieve this, he/she will be working closely handle the coordination with WCS-IP Program Managers/Coordinators and other persons in charge (PIC) within WCS-IP. Under the supervision of WCS’s Operations Director, He/she also maintain close coordination with WCS Global Conservation Office of General Counsel (OGC), to handle general legal matters. The position will be based in Bogor with possible official travel to the WCS project sites, whenever needed.

MAIN PURPOSE:

Under the supervision of Operations Director for all legal matters and role as liaison with the GoI, the Government Relations Coordinator will provide support in the following areas.

SPECIFIC RESPONSIBILITIES:

Government Relations

  • Under the supervision of Operations Director and in coordination with OGC, to provide advices and insights on WCS legal rights and obligations as an INGO, to ensure compliance with Indonesia’s INGO applicable laws and regulations.
  • Support the Operations Director as regular government relations to MoEF, its Field Technical Units and other Government Partner(s) within Inter-Ministries Licensing Team (TPOA) in the drafting of MOU, Technical Agreement (PKST), Work Plan (RIK/RKT) and other legal documents necessary/ required by regulations.
  • Provide high standard yet efficient support to all WCS-IP Program Managers, Program Coordinators, Site Team Leaders, WCS-IP Communications team and other PIC within WCS-IP in any legal drafting of RIK/RKT, document signing and (when necessary) support the field team to act as liaison with local government unit(s).
  • Lead and Supervise the WCS Government Relations-team, and provide guidance to his/her team member, to enable a high standard yet efficient and well-coordinated support to all WCS-IP Program Managers, Program Coordinators and Site Team Leaders/Coordinators, from national level (MoEF/TPOA) until local level (provincial/local stakeholders).
  • Provide support in maintaining good coordination with MoEF, its Field Technical Units and other Government Partner(s) within TPOA in the implementation of MOU, PKST, RKT, including its monitoring and evaluation process cycle. This can be done (but not limited to) by coordinating a regular GoI/TPOA/MoEF – WCS-IP coordination meetings.
  • Ensure the compliance of WCS Indonesia Program to Indonesia’s INGO law & regulations, i.e. Perpres 59.2016, UU 2/2017, MoEF-WCS-IP MoU, etc. This will be achieved by ensure the coordination and communication among various program senior staff and MoEF is well maintained.
  • In coordination with Finance Manager, to ensure all WCS-IP financial report(s) and tax report(s) to GoI (Ministry of Finance - MoF) had been filed/submitted accordingly, and to represent WCS-IP in liaising with MoF in any queries.
  • In coordination with Grant Budget Manager and staff, monitor and ensure the compliance of all subgrantee and local partner’s compliance to law & regulations, as part of WCS-IP support to GoI in general through capacity building efforts to local third partners, i.e. local NGO, academic, etc. Later on help liase and coordinate these partner’s presence in GoI/TPOA site visits/evaluation events.
  • In coodination with HR Manager and staff, ensure the availability of updated foreign worker official TOR(s) and semester/annual report(s) in the processing of working permit and other necessary paperwork(s) needed by HR unit.
  • In coordination with IT Unit, ensure all asset disposal to any parties, in particular to local government partner(s) and other recipient is in compliance both with GoI’s regulation (with proper BAST) to ensure its longer usefulness and in accordance with donor’s regulation, and filed properly for audit purposes.
  • In coordination with Science Unit Coordinator/Manager, ensure all necessary research permit has been filed properly and in compliance with IP Clause(s) requirement in MoEF-WCS-IP MoU.
  • In coordination with Communication Manager/staff, provide inputs/insights on any WCS-IP social media and publication, from government relations and regulation compliance point of view.

Legal Aspect

  • Support WCS-IP by providing legal advice, in coordination with WCS Global Office of General Counsel (OGC), regarding WCS-IP operations, agreements and other legal documents, handling all WCS-IP legal processes, including its organizational policies.
  • Advise and handle WCS-IP legal matters under the supervision of Operations Director (e.g. drafting, review and negotiation of agreements and preparation of other documents, intellectual property issues, regulation compliance issues, or any lawsuits if necessary).
  • Research, anticipate and guard WCS against any legal risks, and if needed, represent WCS-IP in legal proceedings under the supervision of Operations Director (negotiation of agreements, court trials etc.)
  • Provide internal capacity building efforts i.e. training for WCS staff on legal and compliance matters, can be done in the framework of organizational compliance to regulations with Grant/Budget Management team.
  • Undertakes other tasks as deemed necessary in line with the goal of providing management support to WCS-IP as assigned by Operations Director.

REQUIREMENTS/QUALIFICATION NEEDED:

  • Minimum 5 years’ experience providing legal advice and working on general administrative matters in a similar environment, preferably with a large scale International Organization or law firm.
  • Minimum 5 years’ specific experience with International NGOs law and regulations (GoI law and regulations, GoI tax law, business management, intellectual property rights, licensing, and other INGO-relevant laws).
  • Minimum Bachelor’s degree in Law, International/Business Law, General Management, Social Economic/Science, or similar from a reputable University. A Master’s degree in relevant field will be an advantage.
  • Experience drafting, reviewing and negotiating grants and other contracts and policies and interpreting legislation and regulations, advising on legal exposure and risks and conducting legal research.
  • Experience dealing with the GoI.
  • Ability to anticipate potential issues and assist with developing solutions.
  • Analytical ability and strong attention to detail, and problem solving skills.
  • Mature, pleasant personality, polite, and excellent negotiation and inter-personal communications skills.
  • Computer skills mandatory. Proficient in Microsoft Office applications.
  • Good administrative/office management skills.
  • Highly organized, able to multi task, establish priorities and meet deadlines.
  • Able to work proactively with minimum supervision.
  • Able to work under tight deadline and responsibility pressure.
  • Excellent oral and written communication skills in English.
  • Interest in wildlife conservation & environmental issues is essential.
