CRS Indonesia is seeking a District Project Officers (3 positions)

 

Catholic Relief Services (CRS) is a US – based humanitarian and development organization working in over 100 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs to provide both humanitarian response and long-term development to the most vulnerable communities. CRS Indonesia’s current strategy includes emergency preparedness and response, disaster risk reduction, and integrated agriculture and livelihoods. 

 

CRS Indonesia is seeking a District Project Officers (3 positions) to be based in Belu (Job Code: PO-BE), East Flores (Job Code: PO-EF) and Lembata (Job Code: PO-LB) for the Increasing Resiliency through Climate Change Adaptation and Disaster Risk Reduction in Nusa Tenggara Project (INCIDENT) funded by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by a consortium comprising World Neighbors (WN) and CRS Indonesia. The project seeks to increase the resiliency of vulnerable communities to climate and disaster shocks and stresses through effective preparedness strategies at community and local government level, improved agricultural practices and financial services through savings and loans. Hiring is contingent upon USAID/BHA approval of the project.

 

Job Summary:

You will assist project implementation by working directly with local partners and community members, and by coordinating various project activities and events in support of CRS’ work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

 

Roles and Key Responsibilities: 

·       Coordinate and support partner implementation of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to CRS program quality principles and standards, donor requirements, and good practices.

·       Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

·       Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.

·       Coordinate and oversee working relationships with community leaders, community representatives, local government representatives and other project stakeholders, serving as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

·       In coordination with the project team support capacity building events for community representatives.

·       Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact. Support partners by providing capacity building, administrative, and technical support activities to ensure activities are implemented per project guidelines and standards.

·       Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. 

 

Basic Qualifications 

·       Bachelor’s degree in International Development, International Relations or in disaster management, agriculture or related field required.

·       Minimum of 3 years of work experience in a similar projects and roles

·       Experience in community development and mobilization

·       Experience and knowledge in working with local NGOs and local government

·       Additional education may substitute for some experience.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)

 

Required Languages – Bahasa Indonesia, English is an advantage 

 

Travel - Must be willing and able to travel up to 75% of time in field locations.

 

Duty Station - This position will be based in Belu district, East Flores District and Lembata District. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.
