TERMS OF REFERENCE

SHORT TERM CONSULTANT TO ASSIST FINANCE FOR KONNECT ASEAN

 

 

BACKGROUND

 

Three decades after ASEAN was established, ASEAN Leaders recognized that  there remained inadequate shared of  prosperity, ASEAN awareness and contact among people of ASEAN.

 

It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN's 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.

 

After its establishment, the ASEAN Foundation has been tasked to support ASEAN's community building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN.

 

SCOPE OF WORK

 

Under the direct supervision of the KONNECT ASEAN Project Coordinator and Finance and Accounting Officer, a short-term consultant will:

  1. Re-check hard copy of KONNECT finance vouchers period March 2020 – December 2021 to ensure there is no missing supporting document and to ensure all supporting documents attached to finance vouchers follow current Finance and Procurement SOP.
  2. Complete missing documents as meant by point one.
  3. Save KONNECT finance vouchers period March 2020 – December 2021 in an external drive to be sent to selected auditor who will conduct KONNECT ASEAN audit in the end of the programme duration.
  4. Assist Executive Support and Admin Officer to compile and save Purchase Order (PO), SSA and vendor contracts in external drive to be sent to selected auditor who will conduct KONNECT ASEAN audit in the end of the programme duration.
  5. Other tasks as necessary and related to KONNECT ASEAN’s finance vouchers.
  6. Assist the KONNECT ASEAN Project Coordinator in preparing the payment request in regards to KONNECT ASEAN’s during the consultancy period.
  7. Assist Finance and Accounting Officer to review supporting documents of payment requests to ensure they follow ASEAN Foundation’s current Finance and Procurement SOP (30% of the Short Term working hours will be dedicated for general finance purpose) and re-check hard copy of finance vouchers period August 2021 – July 2022 to ensure there is no missing supporting document and to ensure all supporting documents attached to finance vouchers follow current Finance and Procurement SOP.

 

OUTPUTS

 

  1. Hard copy of KONNECT ASEAN’s finance vouchers period March 2020 – December 2021 with complete and proper supporting documents and placed in order by month.
  2. Digital files of KONNECT ASEAN’s finance vouchers period March 2020 – December 2021 by month.
  3. Digital files of KONNECT ASEAN’s cooperative agreement, approved budget, approved narrative report and approved financial report period March 2020 – December 2021 by partner name.
  4. Digital files of KONNECT ASEAN’s PO, SSA and vendor contracts by sequence number period March 2020 – December 2021.
  5. Hard copy of finance vouchers period August 2021 – July 2022 with complete and proper supporting documents and placed in order by month by project.
  6. Digital files of finance vouchers period August 2021 – July 2022 by month.

 

TIME FRAME

 

The service is expected to take a total of 6 months from 21 March 2022 – 20 September 2022.

 

QUALIFICATIONS AND SKILLS

 

o   University degree in relevant specialization (finance, business, accounting)

o   At least 1 year of professional experience in a comparable position

o   Experience as a financial/admin professional

o   Knowledge of standard Microsoft Office package is a must

o   Knowledge of accounting software (SAP, QUICK Book, etc.) will be additional value

o   Knowledge of written English

o   Good interpersonal skills

o   Ability to meet the deadlines and work as a team

o   Submission of applications is on Friday, 18 March 2022.
