Consultant: Scoping Agroforestry Investment Opportunities to Advance Social Forestry and Support Forest-Positive Commitments

Scoping Agroforestry Investment Opportunities to Advance Social Forestry 

and Support Forest-Positive Commitments in North Sumatera (code: AGROFORESTRY)

 

1.   General Background  

In 2016, Indonesia’s Ministry of Environment & Forestry (MoEF) pledged to massively expand the area of forest land managed by communities – from 1.7 million ha to 12.7 million ha – via its national Social Forestry Program. By empowering local communities to manage forest lands themselves, the program would help to alleviate poverty, halt deforestation and end forest conflict. The Social Forestry Program provides a pathway to land tenure for communities living in and around state forest areas, formalizing respect for customary or collective tenure rights and helping to strengthen legality of oil palm growers, including smallholders.

The Forest Positive Coalition of Action (FPCoA) has set out to achieve ambitious forest-positive commitments, including accelerating efforts to halt commodity-driven deforestation and driving transformational change in key commodity landscapes. While supply chain efforts have shown progress in reducing deforestation within oil palm concessions, halting smallholder encroachment in forest areas will require different solutions that address the specific needs of smallholders and provide a pathway for secure and viable livelihood alternatives. Social forestry, combined with community support and capacity building programs, can be a mechanism for addressing some of these needs, including: –strengthening land tenure for forest communities, empowering communities to develop, implement and monitor forest management plans, and providing livelihood opportunities through agroforestry, restoration jobs, and other legal land uses

By identifying priority areas for social forestry approaches within North Sumatra, the proposed study can help pinpoint where social forestry and related interventions can address high risk areas in FPCoA member supply chains, as well as identify opportunities for investment in agroforestry livelihoods and value chains.

 

2.   Purpose

Konservasi Indonesia seeks a consultant to conduct analysis and lead stakeholder engagement. The findings and recommendations from the study would be promoted to interested investors and supply chain actors via the Coalition for Sustainable Livelihoods (CSL) and FPCoA. The study will also contribute learnings to key FPCoA outcomes, including smallholder inclusion and restoration, and will help to provide models of incentives to scale.

b)    Data collection and analysis of palm oil supply chain areas, including existing palm oil plantations, mills, and priority districts

c)    Data collection and analysis of HCV-HCS areas. This analysis will be focusing on HCV 1-4 and HCS

d)    Data collection and analysis of government priority areas for social forestry, including the latest PIAPS, existing and in-process social forestry permits, and infrastructure support for developing social forestry areas

e)    Data collection and analysis of existing and prospective funding from public private partnership (PPP)

f)     Convene stakeholder meeting to consolidate the findings

Preliminary study report

Portfolio of project and investment options to develop or strengthen agroforestry value chains, including social forestry implication.

a)    Conduct rapid field assessment and feasibility study for priority areas based on results from milestone-2.

·     Site visits and groundcheck to 2-3 priority sites

·     Convene at least 3 FGDs with local community and government on community agroforestry opportunities in the priority areas

b)    Preliminary assessment of potential financing schemes

·     Study on existing funding / investment mechanisms and other potential financing options

·     Interview with district and provincial governments and relevant stakeholders on program planning and funding

c)    Stakeholder engagement and consultation with government, private sector, and NGO’s

·       Convene at least 1 workshop with stakeholders to validate and obtain inputs from the findings

·   Draft report

5.   Required Skills and Experience 

Consultants can be individual, institutions or teams of 3-5 individual consultants with one team leader. The consultant will be responsible for the work completed and all results produced. Consultants will be selected following a competitive recruitment process, with the following required qualifications:

a.  Institution, organization, or team (consist of 3-5 experts and 1 team leader).

b.  Team leader and experts

·     Knowledge and experience on planning and initiative implementation related to climate change, sustainable landscape/jurisdictional approach, sustainable production, forestry, circular economy in agriculture, and/or areas of integrated farming

·     Possess at minimum a degree in environmental economics, public policy in related to the context of sustainable development, forestry, agroforestry, environmental science, and/or another similar field

·     Knowledge of spatial analysis

·     Experience and have skills in facilitating workshops with stakeholders

·     Strong communication skills and organized

c.   Experience working in North Sumatera Province

d.  Fluent in Bahasa and proficient in the use of English both oral and written
