Description of services requested
MEL-P is seeking experienced and qualified Indonesian companies or organizations, whether for-profit, non-profit, or academia to design and implement services to MEL-P for the design and implementation of performance and impact evaluations, assessments, and third-party monitoring (TPM) site visits to assess or evaluate the progress or the results of the USAID-funded activities, commonly referred as projects. MEL-P anticipates leveraging the Indefinite Quantity Subcontract (IQS) subcontract mechanism to offer Firm Fixed Price (FFP) or Time and Material (T&M) task orders for on-demand evaluation, assessment, and TPM support to (USAID)-funded programs. While individual task order services will vary based on project needs, MEL-P anticipates work in the following areas:
a. Government effectiveness
b. Human capital (education and health)
c. Inclusive economic growth
d. Environmental sustainability
Overall, the holder(s) of this IQS will provide services to complete:
· Evaluations, including, but not limited to, performance (mid-term and final) and impact evaluations;
· Assessments, including, but not limited to, research, surveys, or case studies; and
· TPM site visits, including, but not limited to, systematic and intentional collection of performance monitoring data.
MEL-P invites all interested parties and responsible organizations to submit a proposal in accordance with the requirements of the soon-to-be-released RFP.
The following are the anticipated key dates and deadlines for this procurement. Final dates may change/and the full RFP will provide clarification on submission requirements.

Answers provided to questions/clarifications April 21, 2022

Eligibility
Eligible companies or organizations could include Indonesian companies or organizations, provided it is legally registered and recognized under Indonesian law and is in compliance with all applicable civil, fiscal, and other applicable regulations. Such a company or organization could include a for-profit firm, non-profit organization, civil society organization, or university. To be eligible for this opportunity, organizations must meet the following requirements:
(i) Firms operated as commercial companies or other organizations or enterprises (including nonprofit organizations) in which foreign governments or their agents or agencies have a controlling interest are not eligible as suppliers of commodities and services.
(ii) Companies or organizations, whether for-profit or non-profit, shall be requested to provide a DUNS number if selected to receive an IQS valued at USD$30,000 or more, unless exempted in accordance with information certified in the Evidence of Responsibility form (will be included in the RFP)
