I. Position Information
Job Title : Technical Procurement Officer
Duration of Contract : 1 Year (with possibility of extension)
Direct Supervisor : Program Manager AF
II. Project Context
KEMITRAAN is an organization that focuses on governance issues and has been involved in advocating to improve Indonesia's environmental policies, including issues related to climate change and the achievement of the Indonesia National Determined Contribution (NDC) to reduce GHG emissions by 26% with the BAU scheme and 41% with international support. In the assistance provided in terms of handling climate change issues, the Partnership cooperates with central and local governments as well as the involvement of partners in carrying out activities related to climate change mitigation and adaptation actions.
KEMITRAAN as a non-governmental organization that has long been involved in the process of supporting the Indonesian National Government in controlling climate change and climate change impact has now been selected as a National Implementing Entity (NIE) for the Adaptation Fund. Currently, KEMITRAAN is mandated to manage 5 Project Adaptation Funds with intervention areas located in coastal areas, watersheds, and urban centers (Rural and Urban) that are affected by climate change. KEMITRAAN will participate in providing support to the affected local communities and stakeholders by assisting in mitigation and adaptation to climate change.
To support the implementation of the projects in SGS, particularly the AF Project, we therefore seek for a potential Technical Procurement Officer that is capable to help the technical implementation of the projects under SGS. The Technical Procurement Officer will provide his/her advise in the technical procurement related to the development of certain civil construction works required to support climate change adaptation and climate resilience, such as coastal protection constructions and/or other specific construction that support community livelihood and community’s adaptation capacity. S/he would also need to have pre and post construction knowledge. The Technical Procurement Officer will work closely with the AF Project team and other project within the SGS program and in coordination with the purchasing within POM’s unit and other KEMITRAAN’s staff.
III. Functions / Key Results Expected
1. Ensures assistance in implementation of the general services operational strategies focusing on achievement of the following results:
Ø Full compliance of puchasing technical and administration activities with the Partnership rules, regulations, policies and strategies.
Ø Provision of inputs to the puchasing technical and general administration business processes improvement and elaboration of internal Standard Operating Procedures in Puchasing technical and Logistics in consultation with the direct supervisor and office management.
Ø Development and maintenance of supplier database and mapping of qualified suppliers of frequently purchased goods;
Ø Implementation of internal control system which ensures that purchase orders are duly prepared and dispatched;
Ø All of the above are to be in coordination with the organisation’s procurement unit under the POM.
2. Conducts puchasing technical processes and logistical services for the projects especially on the technical constructions as well as other goods as required focusing on achievement of the following results:
Ø Provision of inputs to the preparation of puchasing technical plans
Ø Scheduling and administration of puchasing technical plan and its terms of reference and specifications
Ø Support to organization of puchasing technical processes including preparation of RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation in coordination with the organisation’s procurement unit under POM.
Ø Following up and monitoring the progress of all POs that have been issued
Ø Conduct check and receive goods and services in accordance with the specifications/requirement stated in the contract/PO and terms of reference
Ø Together with the organisation’s procurement unit under POM , contact vendors for verification on warranty of acquired products and/or services and maintain warranty and update list
Ø Provision of assistance to project team in the process of puchasing technical goods and services
3. The technical procurement officer is also responsible to witness the commissioning test with the physical contractors before handing over the assets from the contractor to KEMITRAAN, and from KEMITRAAN to the community and local government (to make sure the sustainability of the infrastructure operations). In addition, s/he requires to ensure proper control of assets focusing on achievement of the following result:
Ø Preparation of inventory reports from SGS program.
Ø Maintaining of inventory list from SGS program
Ø Implementation of Inventory and physical verification check-up in projects to be coordinated with the organization’s procurement unit under POM.
Ø Asset maintenance and repair in coordination with the organisation’s procurement unit under POM
4. Effectively administers office administration and equipment/assets focusing on achievement of the following results:
Ø Participate in the preparation of purchasing technical plans and processes for the projects
Ø Participation in the process of purchasing technical of goods and services including opening bids/quotations and evaluations in full compliance with the Partnership rules and regulations.
Ø All of the above are to be in coordination with the organization’s procurement unit under POM.
5. Any other request as requested by other projects within the SGS Program.
IV. Impact of Results
The key results have is to have an impact on the execution of purchasing, administer logistic and general administration services in providing/delivering the technical constructions as required with good quality and accuracy.

VI. Recruitment Qualifications
Education:
Minimum a Bachelor degree in general management, economic, business administration or relevant fields with specialized training in procurement and understanding civil constructions. Preferably with knowledge of coastal construction and cold storage.
Experience:
Min 5 years of relevant experiences is required at national. Experience in the usage of computers and office software packages; familiarity with pre and post knowledge of developing civil constructions would be an advantage.
Language Requirements: Fluency in English and Bahasa Indonesia
