The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by Cardno. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:
Improved GoI policy and regulatory framework for infrastructure development
High quality projects prepared and financed by GoI, the private sector and / or MDBs
High quality infrastructure delivery, management, and maintenance by GoI
The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender, Social Inclusion and Civil Society Engagement (GESI-CSE); and Infrastructure Funding and Financing.
Purpose of The Position
The purpose of the HR and Procurement Manager position is to ensure the provision of highly effective, efficient and compliant HR and Procurement services across the Facility.
Objectives
The HR and Procurement Manager will be responsible to manage all HR and Procurement activities across KIAT to provide highly effective and efficient HR and Procurement services across the Facility that are compliant with legislative requirements as well as DFAT, Cardno and KIAT policies and procedures. The HR and Procurement Manager will be responsible to drive organisational development, employee and consultant relations, compensation, benefits, performance management, and training. The HR and Procurement Manager will also be responsible to oversee the procurement of all goods and services across the Facility. Under the direction of the Deputy Director – Operations, the HR and Procurement Manager will manage a team of staff and work closely with Cardno, KIAT Senior Management Team, Operations team colleagues and sector team staff to become a trusted partner.
Key Activities
Human Resources
1. Lead and/or support the delivery, coordination and implementation of human resources programs, services and initiatives;
2. Advise and guide the Facility on best practices in HR management and compliance with DFAT and Government of Indonesian regulations;
3. Identify and support strategic planning, implementation and improvement efforts throughout the HR lifecycle, including gender equity and social inclusion across the Facility.
4. Provide advice and support to management regarding talent management and workforce planning, with a particular focus on providing support in the areas of staffing and recruitment, staff development and performance management;
5. Develop guidance and provide advice to staff and managers to ensure effective workplace management practices are implemented across the Facility, including remote working arrangements.
6. Develop and implement initiatives aimed at strengthening workforce engagement and team morale.
7. Lead the development of a Learning and Development framework for the Facility and oversee its implementation.
8. Develop Facility HR policy and procedures manual, ensuring compliance with local regulations, Cardno policies and global standards. Actively identify gaps and propose improvements to address risks and ensure continual improvement.
9. Research, recommend and support in the implementation of gender and social inclusion initiatives throughout the Facility;
10. Manage ongoing local salary and benefits surveys and grading structures, including recommendations to revise local salary structures and/or annual salary adjustments;
11. In coordination with the hiring manager, coordinate recruitment efforts, work with hiring managers to develop position descriptions and provide counsel and recommendation on job classifications and compensation levels to ensure alignment with Facility policies and practices, as well as internal equity;
12. Provide on-the-job training, guidance and mentoring to staff on recruitment processes and procedures, compliance and systems including merit selection
13. Manage employee relations matters, coordinate support to provide counselling and coaching to managers and staff on employee relations issues, assist in mediation of workplace issues, ensuring effective resolution, and escalating issues when necessary;
14. Maintain an employee and consultant database (International and National) as well as HR filing system and provide required data for reports as required;
15. Serve as a key focal point and liaise with GoI, DFAT, subcontractors, consultants and staff on HR matters related to the Facility.
16. Contribute to the procurement of health insurance provider, ensure that all staff are enrolled in Facility insurance policies and with the National Social Security Agency, and act as the point of contact for any ongoing communication with providers.
17. Ensure effective mobilisation and demobilisation of all employees (national and international) and responsible to oversee all visa matters for international staff.
1. In consultation with the KIAT Senior Management Team, develop and maintain the KIAT Procurement Plan.
2. Develop and oversee the procurement processes for the procurement of goods and services (including advisory services) and ensure they are in line with the KIAT Facility Operations Manual, and Commonwealth Procurement Rules.
3. Lead and/or oversee procurement processes to ensure they are of the highest quality including preparing specifications, solicitation documents, managing evaluations, drafting recommendations, and overseeing the selection process of tenderers. Note: For the procurement of goods and services related to KIAT Activities, the procurement process will generally be led by the relevant Program Manager and supported by the HR and Procurement Manager.
4. Analyse and evaluate grant applications, proposals, and awards to ensure adherence to grant management procedures
5. Manage all procurement and grant files ensuring compliance with relevant regulations and requirements
6. Provide day-to-day active technical support and advice to the team as related to procurement, contract management and administration
7. Provide advice regarding policies, procurement, contract management and administration to KIAT Facility team members, as well as subcontractors and grantees to ensure adherence to requirements across the Facility.
8. Where required, lead the negotiation process with preferred tenderers
9. Lead the Facility-wide approach to ensuring the facility demonstrates (and can measure) value for Money.
10. Establish and maintain suitable panels for both corporate goods and services, and advisory services (STA Panels) across the Facility to support responsive, efficient and effective support.
11. Identify and support strategic, planning, implementation and improvement efforts throughout the procurement processes for goods, materials and services (including advisory services) lifecycle, including gender equity and social inclusion across the Facility.
Other Key Responsibilities
1. Ensure that all key activities consider opportunities to strengthen Gender Equality and Social Inclusion (GESI) outcomes during implementation, and where relevant consider the feasibility of engaging with civil society to enhance these outcomes.
2. Maintain stringent standards in representation of children within digital media to ensure it is in alignment with KIAT and DFAT standards and take steps to report any identified concerns about child abuse or risks to children;
3. Ensure that consultations, meetings, and decision-making processes include representations of gender
4. Maintain HR, Procurement, and contracts filing system, ensure electronic files recorded in share drive and MIS, and provide required data for reports as identified
5. Perform other duties and responsibilities as reasonably requested by the Deputy Director - Operations.
6. Develop the individual Goal, Learning and Development Plan with clear output to be achieved
7. In consultation with the IT and Systems Manager, ensure the effective automation of HR and Procurement Processes across the facility to achieve greater efficiencies in business processes.

About you
You will be a motivated and proactive HR and Procurement Manager with the right combination of great project administration and operations, teamwork, and a commitment to technical excellence.
You have the following selection criteria:
1. Bachelor’s degree in Human Resources, International Business, or related field. Master’s degree is preferred.
2. Demonstrated experience managing all areas of HR and developing and implementing best practice HR policies and procedures; experience working for a government contractor, or an international development organisation is preferred.
3. Demonstrated experience overseeing and managing the procurement of goods and services across a dynamic program.
4. A thorough understanding of Indonesian legislation related to personnel employment is required; and knowledge of DFAT compliance requirements is preferred.
5. Well-developed conceptual, analytical and problem-solving skills, and a proven ability to communicate effectively with a diverse range of stakeholders to achieve results.
6. Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities.
7. Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.
8. Fluency in both Indonesian and English (written and spoken).
Remuneration
Based on KIAT established rates. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
