BHS MANTA RAY SCIENCE AND MANAGEMENT COORDINATOR

Konservasi Indonesia is hiring the Bird Head Seascape Manta Ray Science and Management Coordinator. This position will be responsible to collaborate with our governmental partners in the field to YKCI for technical support in manta ray field data collection and scientific monitoring to support ongoing manta ray conservation effort and tourism development. Under supervision of Elasmobranch and Charismatic Species Conservation Strategy Manager, s/he will support on overseeing and coordinating YKCI’s Manta Ray Conservation and Tourism Management Project, including scientific data collection through various field surveys and monitoring (e.g. photo ID, satellite and acoustic telemetry, and fishers and dive operator interview, carrying capacity, and etc), developing community-based monitoring program for manta ray (citizen science), performing database management and analysis, as well as producing technical reports.
In implementing this project, the coordinator is work closely and build strong relationships with the local authority of marine protected area and species such as BLUD UPTD KKP Raja Ampat, BKKPN Kupang wilker Raja Ampat, LPSPL Sorong, as well as relevant NGOs and tourism operator that incorporated in Raja Ampat manta ray working group to coordinate annual meetings for manta ray management that formulate well-informed policies to advance manta ray conservation in Raja Ampat.
The coordinator is responsible in developing site-level annual workplan and budget, as well as establishing good rapport with local governments, and other relevant agencies. The coordinator ensures compliance with YKCI’s policies, program and funding agreements, and local requirements. This position will also maintain close coordinate with other team member within Elasmobranch and Charismatic Species Program, the Bird’s Head Seascape Team and VP Marine, Asia Pacific Field Division.
KEY RESPONSIBILITIES:
1. Program Management and Development
- Overall management of site-level Manta Ray Conservation and Tourism Management Project activities, including planning, implementation, and providing data and information to support the Elasmobranch and Charismatic Species Conservation Strategy Manager on monitoring and evaluation;
- Coordinating the site-level implementation and administration of this project, ensuring that activities is align with annual workplan and budgetary means, while activities are undertaken in a timely manner and adaptive;
- Assisting the Elasmobranch and Charismatic Species Conservation Strategy Manager in developing proposal for Manta Ray Conservation and Tourism Management Project by providing necessary data or site-level information that required;
- Produce brief monthly report to summarize the progress of annual workplan and it’s challenges during site-level implementation.
2. Scientific Work
- Establish regular communication and engagement with key local governments regarding field work permits and involvement of their staff in various survey and monitoring activities as part of capacity building;
- Coordinate and carry out field survey and monitoring activities for manta ray in, but not limited to, West Papua (Raja Ampat, Kaimana, and Cenderawasih). Acted as lead diver and safety for various manta ray survey and monitoring to ensure effective planning of dives and safety. He/she will ensure the dive operations are compliant with the YKCI’s Dive Safety Manual;
- Perform manta ray’s data management, analysis, and providing technical report to support the Government’s ongoing manta ray conservation initiative and tourism development and management, as well as YKCI’s reporting to donor;
- Assist the Elasmobranch and Charismatic Species Conservation Strategy Manager in undertaking a field experiment on novel manta ray science and conservation opportunities, particularly those that could provide valuable knowledge for conservation and management.
- Assist the Elasmobranch and Charismatic Species Conservation Strategy Manager in developing another charismatic species program portfolio such as marine mammals and etc.
- Assist the BHS Science and Monitoring team to conduct several survey as needed to answer scientific aspect on MPA management such as resources use monitoring, reef health monitoring, and marine RAP.
3. Policy and Stakeholder Engagement
- Act as a main liaison to the Local Government in Raja Ampat to support site-level Manta Ray Conservation and Tourism Management Project, including manta ray science, tourism, and management;
- Liaising and establishing good working relationships tourism sector such as local resorts, homestays and liveaboards to encourage them involve on citizen science program to submit manta ray photo IDs;
- Assist development of strategic manta ray management input to both local and national level management authorities;
QUALIFICATIONS
- Bachelor’s degree on Marine Science, Fisheries, or Biological Science and/or at least 3-5 years working experience on elasmobranch conservation;
- Strong experience on field work activity;
- Strong interpersonal skills and able to interact and engage with wide range of partners, such as local governments (especially in West Papua), local communities, fishers, dive operators, and NGOs;
- Strong organizational skills and ability to meet deadlines;
- Strong ability to work in a team with limited supervision;
- Excellent written and verbal communication skills, Fluency in English is required;
PREFERRED
· Previous professional work experience on manta ray conservation and science is strongly preferred;
· Strong West Papua related stakeholder engagement is highly preferred;
· Expertise and experience on manta ray population monitoring through satellite and acoustic telemetry and photo id database management also highly preferred.
WORKING CONDITIONS
· Ability to communicate effectively with partners and team;
· Ability to work effectively with limited supervision and meet deadlines;
· Ability to work an irregular schedule including weekends, travel extensively and on short notice;
· Passionate with field works that includes frequent SCUBA diving and boat time.
