The German
Federal Ministry for Environment, Nature Conservation, Nuclear Safety and
Consumer Protection (BMUV) has been supporting partner countries in promoting
and strengthening eco-label (EL) programs and green/sustainable public
procurement (G/SPP). The project “Scaling SCP” aims to support climate- and
resource-friendly product standards and consumption patterns in SEA and thereby
contribute to mitigation of climate change and promotion of resource protection.
The four partner countries of the project are: Thailand, Malaysia, Indonesia
and the Philippines. The main objective of the project is to strengthen Type I
eco-labels and G/SPP as central elements of an SCP policy in partner countries,
with the overarching goal of reducing greenhouse gas (GHG) emissions. In
Indonesia, the SCP legislative framework has been significantly strengthened by
specific G/SPP laws (Presidential Regulation Number 12 of 2021 and LKPP
Institution Regulation Number 12 of 2021).
The primary
legislative framework is relatively developed in Indonesia. However, the
institutional roles and responsibilities, inter-ministerial coordination
mechanism and processes for G/SPP and EL development are still weak. In Indonesia a
S/GPP Monitoring and Evaluation (M&E) system is largely absent, and all
institutions lack the methodological and technical knowledge and experience to
systematically collect data, report on climate-relevant criteria during procurement and
to establish policy coherence. Thus, GHG emission reductions from practicing
G/SPP are not calculated.

SCP project is currently seeking an individual consultant for SCP Capacity
Development in Indonesia.
