Yayasan Nurani Luhur Masyarakat is looking for consultant (a team or individual) for Mental Health Project Mid-Term evaluation to be conducted in November and December 2022.

Initiative
The evaluation is a requirement of the donor NLM and Digni as the project ends in December 2022.
Purpose of the evaluation
The evaluation serves two primary purposes:
- To asses whether the project interventions are addressing the needs in the community
- To measure the project achievement against the indicators shown in logframe.
- To determines intended and unintended, positive and negative factors that affected the project achievement.
- To determine alternative factors contributing to the results alongside interventions.
- To assess the major challenges affecting project interventions.
- To evaluate the activities whether they are effective, relevant, purposive and accurate to contribute in project achievement in expected result, objective and goals level.
Methods
- EAT – Empowerment Assessment tool (See attached document for the EAT)
- A cost-efficiency analysis
- A quantitative survey
- Documents review of relevant documents from the project period
- Interviews and discussion-groups with relevant beneficiaries, volunteers and stakeholders
- The evaluation should be based on OECD/DAC's evaluation principles
Timeframe for evaluation and reporting
4-5 weeks in November-December 2022. The final report is expected to be delivered December 16, 2022.
