Project Description 

Resonance is seeking candidates to serve as the Finance Officer for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.       Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.       Strengthened small-scale fisheries governance.  

3.       Increased government and market-based incentives for sustainable seafood products.   

4.       Improved protection of ETP marine species affected by fishing practices.  

 

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

·       Support the Finance Manager with accounting and financial management in all steps of the USAID Ber-IKAN financial process. 

·       Responsible for day-to-day general accounting, accounts receivable/payable, payroll and risk management. 

·       Monitor and submit advances, project financial commitments, and grant financing as required. 

·       Monitor and report on partner/vendor payment schedules and obligations. 

·       Maintain financial records in an audit-ready status in line with USAID and Resonance requirements, including internal and external audits. 

·       Ensure that accounting policies and practices are carried out in accordance with standards; project internal controls are established and implemented in accordance with Resonance policies, and USAID rules/regulations, and the specific terms of the Ber-IKAN contract. 

·       Ensure accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments. 

·       Ensure request for payments have appropriate approvals. 

·       Responsible for maintaining file management systems for soft and hard copy documentation. 

·       Follows procedures to ensure accurate and timely payment and reconciliation of travel advances and reimbursements for staff and partner travel. 

·       Review and monitor outstanding advances report by paying close attention to advances that have not been settled after 30 days of issuance. 

·       Cover for the Finance Manager in their absence. 

 

QUALIFICATIONS: 

·       B.A. Degree in Accounting, Finance, Business Administration or equivalent.

·       3+ years of relevant experience and progressive responsibility in finance and accounting, office administration, project operations at the mid-level of an organization  

·       Minimum 3 year experience managing USAID funded projects 

·       Accuracy in working with large amounts of data 

·       Ability to respond effectively to the time sensitive inquiries  

·       Experience with enterprise accounting software, and Microsoft office suite 

·       Energetic, forward-thinking/proactive, and creative with high ethical standards and able to provide appropriate professional representation to clients and stakeholders 

·       Extremely well organized and self-directed with sound technical skills, analytical ability, good judgment, and strong operational focus 

·       Fluency in English is required
