Communication and Knowledge Management Advisor

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

RE:Minigrids for Triangular Cooperation in Indonesia (ENTRI) aims to strengthen Indonesia’s position as leading actor in south-south triangular cooperation particularly in the topic of decentralized renewable energy for rural development. The project is fueled by huge amount of past and recent experiences in implementing RE minigrids in Indonesia. Those experiences can help other countries in increasing energy access thus increasing Indonesia’s role in global development. The project’s duration is from January 2023 until December 2025. 

The project has three key outputs that all interrelated:

  1. Output 1 – Strengthening MEMR in the implementation out triangular cooperation
  2. Output 2 – Implementation exchanges with partner countries
  3. Output 3 – Internalizing lessons learned from the implementation of triangular cooperation exchange at different phases. 

The project is looking for a person with a profile of Knowledge manager, and communicator (engagement agent). He/She shall work in close coordination with project’s team members, Ministry of Energy and Mineral Resources (MEMR), different stakeholders active in the field of decentralized renewable energy (RE) including local governments, communities, civil society organizations, academics, research institutions, associations, and private sector. Apart from that, the advisor will work in close coordination with Energy Program communication coordinator. Therefore, we seek one (1) motivated and qualified Indonesian candidate for:  

Communication and Knowledge Management Advisor  

A.    Responsibilities 

  • Lead the communication process of project progress, results, impacts and lessons learned
  • Develop communication strategy and lead the process of communicating project progress, results, and impacts to different stakeholders using different channels and media format
  • Liaise with different working partners mainly MEMR, internal GIZ, and other working partners in knowledge management and communication aspects
  • Lead and coordinate project reporting process for internal and/or external usage
  • Ensuring project information sheets, leaflets or other forms of communication are well developed
  • Ensuring documentations of the project in the form of photos or videos or other media forms are readily available and accessible
  • Ensuring events e.g. conferences, workshops, exchanges etc. are well implemented
  • Develop and implement knowledge management strategy in the field of decentralized renewable energy from different project phases e.g. community empowerment, productive use of energy, operation and maintenance, manufacturing, human resource up-skilling, policy and regulations, government involvement, role of community, different business models, other stakeholders’ involvement etc.
  • Support the development of a system to keep and update knowledge, lessons learnt, and experiences in the field of decentralized renewable energy for MEMR. 

B.    Tasks 

Communication

  • In coordination with energy program communication team, implement the communication strategy for the project and energy program as a whole
  • Identify specific need for project’s communications strategy
  • Update regularly counterparts and internal GIZ team about coming/pasts activities and achievements
  • Draft news and social media updates for internal and external usages, and or quality check for the drafts developed by other advisors
  • Maintain database of communication partners for project usage (media outlets)
  • Draft media information (press release) particularly about project’s activity
  • As the first person to connect with media from the project
  • Coordinating the report writing for both internal and external usage
  • Coordinating the production of project information banners, leaflets, and other communication outlets (social media)
  • Ensure that important information about project progress, results, and impacts are collected and stored to be readily available for reporting and presenting
  • Coordinating event implementation in coordination with other advisors, MEMR, and relevant third party (e.g. event organizer). 

Knowledge Management

  • In coordination with MEMR and other advisors, identify the right sources to work with in identifying and collecting key knowledges in the field of decentralized RE
  • Work closely with MEMR to identify roles within MEMR related to knowledge management and if necessary support the re-activation the role
  • Work closely with MEMR to identify the suitable and appropriate method for knowledge keeping system that is attached to available MEMR system
  • Work closely with MEMR to manage the collected knowledge and experiences in the field of decentralized RE in the knowledge keeping system
  • Support MEMR in designing process for continual updates of the learnings and knowledge
  • Support MEMR in ensuring the knowledge keeping system acts at the same time as knowledge promotion
  • In coordination with other advisors, project’s partners, and MEMR identify the needs for knowledge products development and publications
  • Provide template for internal knowledge management systems to be used by other advisors. 

Other Tasks

  • Development of TOR of local and/or international consultants for knowledge management and communication activities
  • Additional tasks that shall be given by principal advisor.  

C.    Required qualifications, competences and experience 

Qualifications

  • At least 4 years of experiences as advisor on communication and/or knowledge management, preferably from an energy related project/activities
  • Understand the proper communication strategies for different project setups
  • Understand the different roles of communication outlets (press release, social media release, reports, fact sheets etc.)
  • Good understanding about working with government, media, and other external parties e.g. academics, private sector etc. particularly in the field of communication
  • Has the ability to engage different stakeholders both for knowledge management and communication
  • Strong understanding of communication sensitivity particularly in dealing with press
  • Has good understanding about proper knowledge management principles and has the proof of works about the matter. 

Other knowledge, additional competences

  • Fluent in English both verbal and written
  • At least having bachelor’s degree from relevant majors such as communication studies
  • A team player
  • Both independent and coordinative
  • Having good project management skills.
