CRS Indonesia is Looking for MEAL PM

CRS programs in Indonesia, Timor Leste, Philippines and the Federated States of Micronesia (FSM) constitute the East Asia and the Pacific sub-regional hub with overall leadership from the Sub-regional Country Representative (CR). The Sub-region encompasses some of the most disaster-prone countries in the world. 

The Indonesia Country Program (CP) has a robust Disaster Risk Reduction and Humanitarian Response program portfolio implemented by a diverse team of committed staff and high-capacity local partners. CRS Indonesia is committed to expanding the impact of its programs by developing an influential voice with government stakeholders, staking out a position as the leader in Homes & Communities post-disaster recovery, advancing local leadership with strategic government, Church, and civil society partners, and combatting the effects of climate change. 

CRS/Indonesia is currently looking for Monitoring, Evaluation, Accountability and Learning Manager position, Job Code: MEAL PM. The position will be based in Jakarta and report to Head of Program.

           

Job Summary:

You will manage and provide technical oversight of the development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) in the Country Program (CP), ensuring effective MEAL systems and processes are in place to support high-quality Disaster Risk Reduction (DRR), humanitarian and influence programming to advance Catholic Relief Services' (CRS) work in serving the poor and vulnerable in Indonesia. You will also support business development by providing input on the development of results frameworks, MEAL plan narratives and MEAL budgets for proposals. Your MEAL-related management skills and knowledge will ensure that data is readily available to be used for programmatic decision-making and reporting and that systems are in place to measure programs’ progress and impact.

 

Job Responsibilities:

·         Manage and implement all MEAL activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards and MEAL policies, procedures and practices, donor MEAL requirements, and industry good practices. Ensure project team and partner staff use the appropriate MEAL systems and tools.

·         Effectively manage talent for MEAL and supervise. Manage team dynamics and staff wellbeing. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.

·         Support the development of program learning by identifying opportunities for learning, research and publications in disaster risk reduction, humanitarian response, partner capacity strengthening and influence. Analyze and evaluate project performance data following MEAL policy and industry good practices, including use of differential and inferential statistics (quantitative data), and content and trends analysis (qualitative data). Support the dissemination of promising practices and lessons learned from projects to contribute to the agency knowledge management agenda.

·         Act as a key resource person for MEAL in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed. Support the design of project-level theories of change, results frameworks, Proframes (logical frameworks) and MEAL narratives, including the identification of key indicators of change and appropriate methods for data collection and use.

·         Lead the development and roll-out of project-level MEAL systems, including Performance Monitoring Plans or Performance Indicator Reference Sheets, Indicator Performance Tracking Tables, data collection instruments, Feedback and Response Mechanisms, and Detailed Implementation Plans which are appropriate to the scope and context of CP program areas.

·         Coordinate the implementation of monitoring and accountability activities and processes (including ICT4MEAL) according to the Detailed Implementation Plan and MEAL system of disaster risk reduction, humanitarian response, partner capacity strengthening and influence program areas. Ensure the quality of monitoring data through annual data quality assessments. Support active seeking and responding to feedback from all members of targeted communities and other stakeholders.

·         Contribute to evaluation events in through the development of terms of reference that include a balance of qualitative and quantitative methods, and the necessary level of technical rigor. Assure the quality of evaluation data through good data management. As required, support the identification, recruitment, and management of external evaluators to ensure high quality evaluation and learning.

·         Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for programmatic MEAL topics.

·         Help identify, assess and strengthen partnerships relevant to MEAL in disaster risk reduction, humanitarian response, partner capacity strengthening and influence, appropriately applying of partnership concepts, tools and approaches.

·         Coordinate the identification of MEAL-related staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation. Lead capacity strengthening activities for partners by conducting trainings and workshops, and by providing coaching and hands-on technical assistance to partners and staff. Optimize partner participation and capacity development in the implementation of MEAL systems.

·         Coordinate and monitor financial and material resources relevant to project MEAL needs. Through planning and oversight ensure efficient use of project resources for MEAL.

 

Basic Qualifications:

·         Bachelor's Degree required (Master’s Degree preferred) in International Development, International Relations, Statistics, Economics, Public Relations or other relevant fields required.

·         Minimum of 5 years’ experience in relevant field-based project management experience required, with  at least 2-3 years working in the area of MEAL.

·         Experience in managing moderately complex projects preferably with an international NGO

·         Excellent communication skills in English and Indonesian. Strong English writing skills.

·         Demonstrated skills in data analysis and interpretation.

·         Staff management experience and abilities that are conducive to a learning environment. Demonstrated ability to build staff capacity. Ability to work in a team and support concurrent projects/assignments.

 

Required Languages:

Proficiency in English and Bahasa Indonesia.

 

Travel:

Willingness and ability to travel up to 30% of the time, including to remote areas.

Emergency Response:

If CRS Indonesia responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

 

Preferred Qualifications

  • MEAL-related project management experience in disaster risk reduction/management programs is highly desirable.

·         Experience engaging with partner organizations

  • Experience contributing to the development of technical proposals.

·         Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications and Open Data Kit (ODK) tools, digital data collection platforms (experience with CommCare a plus), PowerBI, information management systems.

·         Proficiency with statistical packages such as SPSS or STATA a plus.

·         Proficiency in data visualization a plus.

·         Experience in leading high quality MEAL systems, preferably for grants from multiple public donors, including USAID.

Internal: Head of Programs, Indonesia Country Manager, CRS Indonesia Program Managers, CRS MEAL and Program Staff, MEAL PM II for Timor Leste and Indonesia, Regional Technical Advisor for MEAL, ICT Officer

External:  Donors, Partners’ staff, consultants working in MEAL, and program participants.
