Project Description 

Resonance is seeking candidates to serve as the MEL/CLA Coordinator for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.    Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.    Strengthened small-scale fisheries governance.  

3.    Increased government and market-based incentives for sustainable seafood products.   

4.    Improved protection of ETP marine species affected by fishing practices.  

 

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

 

The MEL/CLA Coordinator will support the MEL/CLA Manager to manage the project’s overall approach and activities for monitoring, evaluation, and learning/collaborating, learning, and adapting (CLA) for USAID Ber-IKAN. She/he will support and manage the MEL plan, learning agenda, and design and implementation of the MEL system. She/he will also work on the gathering, analysis, and reporting of data and the integration of feedback and adjustments into project planning and implementation. The MEL/CLA Coordinator will report to the MEL/CLA Manager and oversee a MEL team of grant under contract staff. Other responsibilities will include, but is not limited to:

 

·       Contribute to the successful achievement of USAID Ber-IKAN results by ensuring the quality and timely of deliverables as well as the design and implementations of activities, including grants.

·       Provide input and maintain a comprehensive, USAID-compliant project-wide workplan, and support the implementation of USAID Ber-IKAN’s technical agenda.

·       Contribute to the timely and quality program reporting requirements on quarterly, semi-annual, annual according to USAID guidelines and contract requirements.

 

·       Support the development of MEL mechanisms to ensure effective implementation and regular documentation of project and grants results.

·       Support collaborative relationships with stakeholders relevant to the learning needs of Ber-IKAN implementation, to include local and government stakeholders.

·       Support the MEL/CLA Manager on donor-requested tasks and deliverables.

·       Proven technical experience in monitoring, evaluation, and CLA on USAID projects.

·       Design data collection forms and manage data collation and analysis systems.

·       Support in data analysis of project performance and progress based on data monitoring and provide feedback/input to rest of project team accordingly.

·       Check data quality and make corrective actions as necessary to ensure that the data/information generated is correct and reliable.

·       Track indicator achievement at all levels.

·       Build capacity of team members to participate in project monitoring within their respective roles.

·       Experience in using the GIS and other data monitoring/management system/tools.

·       Conduct field visits to oversee how data collection and M&E processes are implemented on the ground and provide immediate support or corrective action as necessary.

·       Prepare relevant MEL consolidated reports and presentations for the project and represent project in professional circles.

·       Proven ability to respond quickly to newly emergent tasks.

·       Excellent written and oral communication skills in English and Bahasa Indonesia.

·       Undertake other assignments consistent with the above that may be given from time to time.

 

QUALIFICATIONS: 

·       Bachelor’s degree (or equivalent experience) required.

·       At least 5 years of M&E experience, including developing monitoring systems and tools, with strong knowledge base of M&E approaches.

·       Experience working with USAID project is preferred.

·       Excellent analytical and problem-solving skills with a strong eye for detail

·       Experience working in a research or information-generating context and designing data collection tools.

·       Experience working on GIS and/or monitoring tools is preferred.

·       Demonstrated ability to use data to inform decision making and changes in project course.

·       Demonstrated ability to maintain strong relations with client and key partners.

·       Strong interpersonal skills and demonstrated ability to work well as a team.

·       Ability to work under pressure and manage competing priorities and deadlines.

·       Excellent oral and written communication skills in English and Bahasa Indonesia.

·       Willing to travel in districts and provinces.
