Position Mandate
Resonance is seeking candidates that are local nationals to serve as the Grants Assistant to be based in Jakarta, Indonesia for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project through July 2027. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives:
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
2. Strengthened small-scale fisheries governance.
3. Increased government and market-based incentives for sustainable seafood products.
4. Improved protection of ETP marine species affected by fishing practices.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS
· Work closely with the Grants Manager to support grant award management.
· Support identification and solicitation of grant concept papers and applications in USAID Ber-IKAN implementation locations.
· Work with the Director for Finance and Operations, the USAID Ber-IKAN Grants Manager, and Monitoring, Evaluation, and Learning Specialist based in Jakarta to monitoring performance measurement for grants at national, provincial, kabupaten, and village levels.
· Work with potential grant recipients to develop and/or update grant concept papers and grant agreements, working closely with USAID Ber-IKAN technical team members, to align with USAID Ber-IKAN performance indicators and program work statement.
· Work closely with the USAID Ber-IKAN core technical team members to administer the full cycle of grants awarded including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, capacity development of grant recipients, support for development and review of monthly reports, monitoring/compliance visits, and grant closeout.
· Work with the Grants Manager to develop, coordinate and ensure timely training and capacity building of grantees, and project staff to understand and comply fully with Resonance policies, USAID regulations, and Indonesian law.
· Work closely with the Grants Manager to develop and/or update training materials for grantees and carry out regular trainings with subgrantees and other project partners where necessary.
· Periodically travel to locations in WPP 711 and 715 to ensure that office systems for grantees are maintained.
· Support closeout of grant awards, including preparation of final inventories, and property disposition.
· Work with project staff to ensure that implementation of grants and contracts follows USAID requirements.
REQUIRED EDUCATION & EXPERIENCE
· Bachelor's degree accounting or finance, or commensurate experience in grants-management.
· Minimum 5 years of professional and directly relevant experience.
· Strong experience in grants management for both large and small grants to local organizations in Indonesia.
· Demonstrated background and full understanding of compliance for USAID grants management or other donor funded programs with current knowledge of USAID rules and regulations.
· Proven track record of proactively working and collaborating in a multi-stakeholder and multi-cultural environment with multiple stakeholders
· Strong interpersonal skills to maintain good relations with the relevant partners, grant recipients and counterparts.
· Well organized, able to work independently, skilled in handling multiple tasks, with ability to adhere to deadlines.
· Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
· Strong management skills to guide the WPP 715 grants program including human, technical, and financial resources.
· Strong interpersonal, writing, and oral presentation skills in English and Bahasa Indonesia.
PREFERRED EDUCATION & EXPERIENCE
· Previous experience as a USAID Grants Assistant
· Self-starter with excellent interpersonal and communication skills who takes initiative and leadership.
· Ability to travel up to 40% of time to directly interact with grants recipients.
