CRS programs in Indonesia, Timor Leste, the Philippines, Federated States of Micronesia (FSM) and the Pacific constitute the East Asia and the Pacific sub-regional hub with overall leadership from the Sub-regional Country Representative (CR). The Sub-region encompasses some of the most disaster-prone countries in the world.

 

CRS Indonesia is seeking a Program Manager (Job Code: PM-KUAT) for the Urban Communities for Resilient Action (Komunitas Perkotaan Untuk Aksi Tangguh - KUAT) funded by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by a consortium comprising Miyamoto International, Inc, CRS Indonesia and Wahana Visi Indonesia. The project seeks to reduce the lives lost, people injured, property damaged, and overall social and economic disruption from natural disasters in Greater Jakarta, by increasing the Disaster Risk Reduction (DRR) and resilience awareness and preparedness of households and communities in high-risk urban and peri-urban villages, while boosting the capacity and coordinated engagement of public and private sector actors as key partners in DRR and resilience in Indonesia.

 

Job Summary:

You will design, manage, and lead the implementation of the USAID/BHA funded Urban Communities for Resilient Action (Komunitas Perkotaan Untuk Aksi Tangguh - KUAT) projects advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. The project is designed to leverage existing CRS and partner programming and approaches to expand interventions in the sectors disaster risk reduction policy and practice, shelter and settlements, and economic recovery and market systems. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

 

Roles and Key Responsibilities:

·       Manage and implement all activities throughout relevant project cycles - start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools for effective planning, coordination, reporting and integration of efforts that leverage the collective impact of CRS and partner/consortium interventions.

·       Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

·       Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.

·       Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.

·       Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.

·       Help identify, assess and strengthen partnerships relevant to KUAT in the areas of disaster risk reduction policy and practice, shelter and settlements, and economic recovery and market systems, applying appropriate application of partnership concepts, tools and approaches.

·       Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources.

·       Ensure all required program and operations documents are submitted in a timely and complete manner. Effectively coordinate with operations, finance, human resources and other units or partners for complete and accurate reporting.

·       Ensure that safeguarding, protection, and gender equity are consistently and intentionally streamlined into all activities, including staff recruitment and training to ensure robust systems of prevention and response.

·       Maintain and build positive working relations with government agencies, consortium members and development actors on topics relating to urban DRR, representing CRS in external meetings and networking activities.  

 

Basic Qualifications

·       Master's Degree in International Development, International Relations or in disaster management or a related field required. Additional experience may substitute for some education.

·       Required minimum of 4 years of relevant field-based experience in coordinating or managing similar moderately complex projects with an international NGO.

·       Additional experience may substitute for some education.

 

Required Languages – Proficiency in English and Bahasa Indonesia

 

Travel – Must be willing and able to travel up to 30% of the time in Greater Jakarta.

 

Duty Station - This position will be based in Jakarta. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

 

Knowledge, Skills and Abilities

·       Strong critical thinking and creative problem-solving skills with ability to make sound judgment.

·       Strong relationship management skills and the ability to work effectively with culturally diverse groups.

·       Strong written and verbal communication skills with ability to write reports

·       Proactive, results-oriented, and service-oriented

 

Preferred Qualifications

·       Project management experience in Disaster Management, especially urban DRR is highly desirable.

·       Direct experience managing USAID/BHA projects is highly desirable.

·       Experience engaging with government stakeholders and partner organizations.

·       Experience contributing to the development of technical proposals.’

·       Experience in supervising diverse project teams

·       MEAL skills and experience preferred.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Supervisory Responsibilities: Direct supervision of KUAT’s project team (four staff, including a Senior Project Officer Behavior Change, Senior Project Officer Policy & Planning, DRR Officer and MEAL Officer).
