CRS Indonesia is seeking a Senior Project Officer for Social and Behavior Change (SBC), Job Code: SPO SBC for the Urban Communities for Resilient Action (Komunitas Perkotaan Untuk Aksi Tangguh - KUAT) funded by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by a consortium comprising Miyamoto International, Inc, CRS Indonesia and Wahana Visi Indonesia. The project seeks to reduce the lives lost, people injured, property damaged, and overall social and economic disruption from natural disasters in Greater Jakarta, by increasing the DRR and resilience awareness and preparedness of households and communities in high-risk urban and peri-urban villages, while boosting the capacity and coordinated engagement of public and private sector actors as key partners in DRR and resilience in Indonesia.
Job Summary:
As a Senior Project Officer for Social and Behavior Change (SBC) for USAID/BHA funded Urban Communities for Resilient Action (Komunitas Perkotaan Untuk Aksi Tangguh - KUAT) based in Jakarta, you will facilitate the achievement of project SBC objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing CRS’ work serving the poor and vulnerable. You will lead the development and implementation of an evidenced-based social and behavior change framework and strategy for KUAT, ensuring a holistic and robust approach to promote sustainable behavior change among participants and stakeholders for reducing urban risk. You will design, manage, strengthen, monitor and provide direction to the SBC strategy developed on the basis of participants’ and stakeholders’ knowledge, attitudes and practices. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Roles and Key Responsibilities:
· Oversee the design, planning and implementation of all SBC project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
· Support SBC interventions across the project by playing a lead role in guiding formative research; developing an SBC strategy and implementation plan; supporting the development of tools; and monitoring the progress of activities to ensure a consistent and coherent execution of interventions.
· Collaborate with KUAT team members to develop SBC strategies promoting risk reduction behaviors, identifying areas for integration across project activities, drawing on proven approaches and results of studies, baseline data and formative research.
· Provide guidance on the selection of a behavior change framework to guide programming.
· Design interventions that leverage existing community networks and resources that move beyond messaging to catalyze lasting change.
· Lead the implementation of SBC interventions that engage people in a process of learning to solve problems or develop new skills.
· Produce multi-media communication resources for the project’s SBC strategy, including communication materials appropriate for target groups, ensuring compliance with USAID/BHA branding guidance.
· Ensure that SBC related-indicators are covered in the MEAL system and plan and lead SBC learning activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
· Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Represent CRS with key stakeholders in strategic activities as needed.
· Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
· Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
· Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices
Basic Qualifications
· Bachelor's Degree in International Relations, Marketing, Communication, Psychology or other relevant field. Additional experience may substitute for some education.
· Required minimum of 3 years of relevant experience in with the design and implementation of social and behavior change programming.
· Demonstrated understanding of a range of SBC approaches that address change in social norms and structures, as well as individual behavior, an understanding that goes beyond messaging to catalyze community action.
· Prior experience in collecting, analyzing and utilizing data and information from a broad range of sources in order to ensure and monitor SBC approaches, messages and tools throughout the project’s implementation.
· Experience working with NGOs and private sector partners. Experience working with large donors, USAID/BHA, preferred.
· Strong project management skills (project design, planning, workplan, budgetary management, and control).
· Excellent verbal and written communications skills.
· Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
Required Languages – Proficiency in Bahasa Indonesia; Basic written and oral English is a plus.
Travel – Must be willing and able to travel up to 30% of the time in Greater Jakarta.
Duty Station - This position will be based in Jakarta. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

Preferred Qualifications
· Experience working with partners, target communities and local government through participatory action planning and community engagement.
· Experience monitoring projects and collecting relevant data.
· Experience working in peri-urban and urban environments preferred.
· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Key Working Relationships:
Internal: Program Manager, KUAT Senior Program Officers, KUAT MEAL Officer, KUAT DRR Officer, MEAL Senior Project Officer, Country Manager, Subregional Head of Programs, and regional technical advisors.
External: KUAT Consortium staff, Local implementing partners, peer agencies, and local government authorities.
