BACKGROUND

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

                                          

Water for Women Fund is investment by Australia’s Department of Foreign Affairs and Trade (DFAT) to supporting Civil Society Organisations (CSOs) to implement WASH project. Plan Indonesia and Plan International Australia (ANO) are working in partnership to deliver WfW project in Indonesia. Water for Women in Indonesia working across Kupang, Manggarai and Sumbawa districts, this Project directly contributes to the Fund’s Outcomes. In rural and urban areas, Plan Indonesia will work in partnership with local CSOs to catalyse change towards Climate Resilinece Inclusive WASH, giving increased attention to intersecting work including with GoI’s district to village Pokja/STBM teams, particularly PKK (National Women’s Organisation), Organisations of Persons with Disabilities and Health Care Facilities, and others (entrepreneurs, schools). Water for Women project will implement the following key GEDSI and Climate Resilience in WASH: Ensure the involvement of women and PwD project design, implementation, and monitoring. Also engagement in decision-making processes at community and policies related to the Climate Resilience Inclusive WASH and Integrated Water Management (IWM).

Success will see:

  • The government of Indonesia and private sector invest and deliver climate resilient and GEDSI STBM and IWM
  • 223,061 people (111,602 females, 111,463 males, 23 others) including marginalised groups (particularly women, girls, and PWD) are able to reduce the risk of WASH services from climate hazards
  • Women, girls, and others marginalised are agents of change in claiming their climate resilient WASH rights in households, communities, and institutions.
  • Climate change adaptation practices of national and international actors are informed by project evidence.


DIMENSIONS OF THE ROLE
Water for Women Field Officer is responsible for the implementation of Water for Women project conducted in village level. Field Officer will proactively work to manage, support and capacitate STBM team in village level. Engage in advocacy, networking and coordination in the village level, and ensuring children, adolescent and youth particularly girls and women are benefiting from the project

ACCOUNTABILITIES

Responsible for WfW Project Implementation Quality control in village level

  • Develop schedule of project activity at village level with STBM GESI team 
  • Conduct coordination meeting with STBM GESI team and other stakeholders
  • Ensuring the quality STBM GESI activities in village level  

Responsible to Managing Project Monitoring and Evaluation

  • Support Monitoring, Evaluation and Learning Data collection in village level
  • Ensuring all the STBM GESI data is collected and stored for government verification process
  • Facilitate learning process in village level
  • Capturing the best practices in village level

Government Advocacy at village level

  • Together with STBM GESI team, advocate the village mid-term development plans and village regulation to include Climate Resilient Inclusif WASH as crucial issue
  • Advocate the usage of village fund for Climate Resilient Inclusif WASH

Safeguarding Children and Young People (PSHEA)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Complete the Plan Academy Mandatory Training and the Renewal Mandatory Training every year.

  • The job holder needs to solve problems on operational constrains of the assigned program/projects and sponshorsip communication
  • The job holder needs to set/establishes procedures for smooth implementation of the activities and influences other persons at Program and District team.
  • Take proactive stances in indentifying and resolving conflicts among program teams and implementing partners; negotiate, motivate and supports drawing win-win outcomes.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

  • Bachelor degree related field
  • Minimum 1.5 years of experience in planning, implementing, monitoring, and evaluating a specific program area
  • Experienced in representational roles
  • Experienced in promoting and developing learning in area of expertise
  • Familiarity with WASH and GESI issues
  • Understand how to communicate with the whole range of colleagues, partners, Children and communities; exhibits active listening and effective feedback; ability to clearly and convincingly express thoughts and ideas in written and verbal form
  • Ability to devise strategies, take actions and propose solutions to influence decision-making at the local and national level to create positive change for people and their environment (specific to domestic violence and human rights aspects)
  • Effectively handles partnership elements like contracts/ MOUs,  effectively sorts-out mutual expectations among partners ( including donor), influence positively stakeholders towards a common goal (proficient)
  • No issues to be based work location in Manggarai District, NTT Province
