GIZ Indonesia for the "Sustainability and Value Added in Agricultural Supply Chains” (SASCI+): Advisor on Sustainable Supply Chains for Coffee and Cocoa (Palu)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. 

The global program “Sustainability and Value Added in Agricultural Supply Chains” is part of the special initiative “ONE WORLD – No Hunger” (SEWOH). On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities like coffee, cocoa, natural rubber, palm oil, or soybean play an important role in rural development in many developing and emerging countries - where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. Often supplied as unprocessed raw material into global supply chains, limited value is added in producing countries. Many farming households are struggling to meet their basic needs, let alone to invest in sustainable production practices. Furthermore, coffee, cocoa, palm oil, and soybean are often perceived as drivers of deforestation and forest degradation. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access. 

To address these challenges the program implements the project “Sustainability and Value Added in Agricultural Supply Chains in Indonesia” (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa, and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. By increasing the sustainable production of agricultural commodities and strengthening downstream processing and market linkages, the project aims to increase the farmers’ incomes, safeguard natural resources, and establish deforestation-free supply chains. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. In the Lore Lindu Biosphere Re-serve (LLBR) in Central Sulawesi, the project focuses on the supply chains coffee and cocoa. 

SASCI+ is implemented together with the Indonesian Ministry of Agriculture, as the political partner of the project. The project furthermore cooperates with the Indonesian Ministry of the Environment and Forestry, regional and district governments in the targeted biosphere reserves, as well as stakeholders from civil society, research, and the private sector involved in sustainable agricultural supply chains. In Lore Lindu the project works closely with the Forest and Climate Change Program (FORCLIME) to align the agenda of agricultural development, sustainable forest management and biodiversity conservation. 

The project is recruiting a Technical Advisor on Sustainable Supply Chains for Coffee and Cocoa.  The Technical Advisor is to support the planning and implementation of activities in the Lore Lindu Biosphere Reserve. 

To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for:  

Advisor on Sustainable Supply Chains for Coffee and Cocoa

A.    Responsibilities

  • Support the strategic and operational planning of activities in the Lore Lindu Biosphere Reserve.
  • Coordinate and implement activities according to operational and financial plans.
  • Shape and implement cooperation projects with the private sector in the cocoa and coffee supply chain.
  • Advise partners and the target group on sustainability and value-added in agricultural supply chains for coffee and cocoa.
  • Contribute to a learning environment, where progress is assessed critically, and learnings are applied in management. 

B.    Tasks

  1. Knowledge and advisory services
  • Provide technical and institutional knowledge to support strategic planning and implementation of the project in Lore Lindu Biosphere Reserve (LLBR).
  • Observe relevant developments and initiatives on sustainable agricultural supply chains for coffee and cocoa in Sulawesi.
  • Collect and synthesize technical knowledge on sustainable agricultural practices, as well as best practices on business management, access to markets, access to services.
  • Promote innovations on value addition in the supply chains of coffee and cocoa in LLBR, working together with private sector and farmer organizations.
  • Identify the needs for capacity development at the district, village, farm levels and Small Medium Enterprises (SMEs), focusing on increased value addition and innovation.
  • Provide analysis and inputs on possible scenarios of sustainable agricultural supply chains of coffee and cocoa from LLBR to local partners.
  • Advise local partners on sustainability in agricultural supply chains, organizational development, business management, market access, and value addition, focusing on the cocoa and coffee supply chains.
  • Support the development and implementation of innovative partnership models along the supply chains.
  • Provide professional inputs to trainings, workshops, seminars, and other events implemented by the project or partners in Central Sulawesi.
  • Contribute to the development of materials for capacity development - including guidelines, partnership agreements, training manuals, and procedures. 
  1. Partnership management and coordination
  • Cooperate and maintain regular contact with relevant parties from government, civil society, research institutes, private sector, and development agencies active on the district level in LLBR.
  • Engage partners on the local level in project planning and implementation as appropriate.
  • Engage stakeholders from government, civil society, and the private sector in jurisdictional multi-stakeholder initiatives to promote sustainability in agricultural supply chains and environmental protection in LLBR.
  • Support the project and partners in the design and implementation of concepts for sustainable supply chains and public-private partnerships.
  • Coordinate a process to generate, test and implement innovations to increase value addition in the coffee and cocoa supply chains.
  • Participate and contribute relevant processes, forum, events, and meetings on the district and provincial levels.
  • Participate in the planning and implementation of study tours, visiting delegations, missions from GIZ and German government institutions. 
  1. Project management and coordination
  • Support the team in planning, coordination, and successful implementation of project activities, including regular field visits in Lore Lindu Biosphere Reserve
  • Prepare, execute and document trainings, workshops, forums, meetings, and other project activities.
  • Coordinate the work of service providers at the local level and ensure the quality of delivered services.
  • Develop synergies among German development programs in LLBR, SASCI+, FORCLIME and Forest Program III.
  • Regularly assess monitoring data to provide information for project management and reporting.
  • Contribute to the development of innovative technologies for improved farm and data management and assist partners in its usage.
  • Assist in administrative tasks and ensure that GIZ rules and regulations are being followed.
  • Provide information on project progress and local conditions in Lore Lindu Biosphere Reserve for internal and external communication, including regular updating of the biosphere reserve website.
  • Submit activity report after implementing activity, before implementing other activity.
  • Performs other duties and tasks at the request of management.  

C.    Required qualifications, competences and experience
  • At least a bachelor’s degree in business management, agribusiness, supply chain management, agricultural economics, or a related field.
  • A minimum of 5 years of professional experience, related to community development, small-medium-enterprises (SME) promotion and sustainable agriculture.
  • At least 3 years of experience in providing advisory services on sustainability in agricultural supply chains to government agencies, companies and farmer groups.
  • Knowledge about marketing, quality and sustainability practices and related standards in coffee and cocoa supply chains.
  • Proven experience working in, or in close cooperation, with the private sector in agricultural supply chains, preferably coffee or cocoa.
  • Experience in promoting innovations, small and medium enterprise (SME) development and start-ups.
  • Work experience with Information and Communication Technology (ICT) for extension services, traceability and progress monitoring.
  • Knowledge in spatial planning instrument and tools, such as geographic information system (GIS), is considered an advantage.
  • Work experience for, or in cooperation with, private sector in applying sustainability standards for coffee and cocoa supply chains strongly preferred.
  • Work experience in, or in cooperation with, an international organization is considered an advantage. 

        Other knowledge, additional competences

·         Track record in successful project management at the local level.

·         Strong network with private sector related to agricultural commodities, and sustainability.

·         Knowledge about Biosphere Reserve Concept, Lore Lindu Biosphere Reserve areas and Central Sulawesi.

·         Experience in moderating multi-stakeholder processes and collaborative projects with the private sector.

·         Experience in organizing and conducting workshops and trainings with SMEs as well as on village and district levels.

·         Knowledge of GIZ instruments, procedures, and rules is considered an advantage.

·         Pro-active attitude, flexibility, and hands-on approach to problem-solving.

·         Fluency in written and spoken English.

·         Able to work independently and with limited resources and support.
