Vacancy Announcement "Marine Conservation Coordinator"

The Wildlife Conservation Society-Indonesia Program (WCS-IP) has grown significantly over the last few decades and has contributed to supporting the Indonesian Government, particularly the Ministry of Environment and Forestry (KLHK) in conserving Indonesia's biodiversity. WCS-IP currently has a program that focuses on landscape/seascape conservation, species conservation actions, and local community engagement.

The WCS Indonesia Program (WCS-IP) is structured under five core thematic programs: Forests; Marine; Wildlife Trade & Policy; One Health; and Rights & Communities. The WCS Indonesia Marine Program focuses on the establishment and effective management of MPAs and development of sustainable marine resource use, as interlinked strategies to secure and manage Indonesia’s coastal marine resources. MPAs benefit both biodiversity and marine resource use management by protecting habitats and protecting breeding populations of important marine organisms.

To achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking qualified candidates for the position of Marine Conservation Coordinator. The main roles of the Marine Conservation Coordinator are to i) provide overall knowledge and technical assistance to WCS-IP’s Seascape teams – 4 provinces and 2 national parks – to improve management effectiveness of MPAs and strengthen sustainable fisheries management, and species conservation across the WCS-IP’s sites; ii) to lead on project development, internal coordination, progress monitoring, technical activities, partner engagement, capacity building of staff/partner, managing staff/consultants, and reporting; and iii) to maintain excellent relationship with national government agencies, provincial government agencies, and other units within WCS-IP and WCS Global. The Marine Conservation Coordinator will have a primary reporting line to the Marine Senior Program Manager.

TASKS AND RESPONSIBILITIES

Program Development and Partner Engagement

  • Work closely with the Seascape Program team and partners to ensure high-quality marine program implementation related to marine protected areas, sustainable fisheries, and species conservation, including strengthening MPA management institutions and sustainable financing mechanisms (i.e. budget tagging, village funds, regional incentive funds, and ecological fiscal transfer).
  • Liaise and maintain good working relationships with key stakeholders from the national government, provincial governments, academia, NGOs, the private sector, and others to ensure the success of WCS-IP’s mission and objectives.
  • Maintain good communication with the Seascape Program’s teams to support planning, implementation, and evaluation of marine program strategies/approaches, including lessons learned.
  • Facilitate and participate in provincial, national, regional, and international meetings, workshops, trainings, and discussions on marine conservation.
  • Provide inputs to concept notes, project proposals, and the marine component of the WCS-IP Country Program Strategy, including participating in planning, implementing, monitoring, and periodically updating WCS-IP’s strategic approach for marine and fisheries conservation in Indonesia.
  • Prepare activity reports as required by WCS, donors and/or stakeholders, in Indonesian or English and ensure submission in timely manner
  • Oversee contracted consultants, as assigned by the line manager.

Technical

  • Provide high-level, technical support and inputs into the design, coordination, implementation, and reporting for WCS-IP’s Marine Program including annual work plans and budget plans.
  • Provide capacity building and technical support to the Seascape Program team to ensure that the implementation of projects are cost effective and achieve targets; Also support the capacity of WCS-IP staff through providing support, guidance, and encouragement, particularly to junior staff.
  • Provide technical and facilitating support to meetings, seminars, workshops, and trainings, and formally represent WCS as necessary in such meetings, workshops, and conferences.
  • Share updates and insights with WCS Global colleagues, particularly on current national policy and government contexts and in support of donor relationships (e.g. responding to questions or providing inputs in support of proposals and reports)
  • Undertake other related duties to support the program, as assigned by the line manager.

Wildlife Trade and Policy Program

  • Working with the Wildlife Trade and Policy Program team, provide technical assistance to the Government of Indonesia on national wildlife trade and species conservation policies; CBD and CITES implementation, including strategy and policy assessments and document drafting; preparation for participating in international conventions; and representing WCS-IP in these conventions, as requested.

JOB REQUIREMENTS

QUALIFICATIONS

The post holder should have a postgraduate qualification in marine policy, marine science, coastal management, environmental science, social sciences and/or a related discipline.

EXPERIENCE

  • Strong background in marine policy, monitoring, and protected area management, including policy analysis and developing appropriate interventions.
  • At least 3 years working experience in marine policy, fisheries policy and/or coastal management.
  • Proven track record of program management, including project development, implementation and backstopping, staff supervision and budget oversight.

COMPETENCIES

  • Strong managerial capacities, as well as strategic technical and intellectual skills in conservation and protected area management.
  • Leadership, results-orientation, team building.
  • Strong facilitation, coordination, networking, and negotiation skills.
  • Good analytical and planning skills; ability to set forecasts and refine/review them in the light of experience and further analysis.
  • Strong sense for innovation and new approaches to conservation.
  • Decisiveness and independence.
  • Good judgement, ability to work under pressure.
  • Ability to maintain financial and technical control of projects in the field.
  • Good report writing and presentation skills.
  • Excellent interpersonal and communication skills.
  • Excellent writing skills in both English and Bahasa Indonesia.
