Vacancy MSF Indonesia :E-Hub Medical Acitvity Manager for E-HUB

 

 

Background

Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and medical confidentiality, independent from any political, religious, military or economic authority.

 

In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.

 

MSF in Indonesia is working under a Memorandum of Understanding (MOU) with the Ministry of Health (MOH) that does not allow staff to perform direct service provision to beneficiaries unless given exceptional permission. The  area  intervention in the current MoU is DKI Jakarta and Banten Province  with  program

  1. The  Adolescent Health Care Program
  2. The Disaster and Health Crisis Management Program

 

 Main Purpose 

As a member of the E-Hub team, participate to the efforts to increase the capacity of MSF colleagues and peers as well as of staff from MoH and other agencies to respond to emergencies in Indonesia, with a potential regional perspective. 

 

Accountabilities 

  • Coordinate, assess and supervise the proper functioning of the medical activities, according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions. 
  • Participate in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service 
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary 
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required 
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.). 

 

MSF Context Specific Accountabilities 

  • Participate in the definition of the medical strategy for the project; coordinate, assess and supervise the implementation of the program and the proper functioning medical activities. 
  • Together with the Project Coordinator, identifiy and meet with relevant local, regional and international stakeholders with the objective of having an integrated and sustainable training and response program for emergencies. 
  • Participate in the creation and development of training curricula and material; oversee their medical coherence. 
  • Identify relevant target audiences for each training and the relevant trainers and facilitators. 
  • Contribute to writing reports (i.e. monthy SitReps, medical statistical reports, etc.) by ensuring quality of the collected data and by doing proper analysis of the data. 
  • Represent MSF and liaise with sub-districts and districts MoH counterparts; 
  • Definine the needs and ensuring appropriate use and monitoring of medical supplies, equipment and devices needed for an MSF Emergency response, according to the EPREP  Strategy. Ensuring proper stock management and ordering in coordination with Supply and Logistics. 
  • Support the development of MSF strategy in Indonesia, providing MH expertise for the design of projects, guidelines and the Emergency Preparedness Plan. 
  • Participate in emergency assessment and response activities. 

 

Requirements 

 

Education 

Essential 
Bachelor's degree in Medicine, Public Health, Nursing or other Paramedical Science 

Desirable 
ToT Certification (Trainer KKNI Level 4) 

 

 

Experience 

Essential 
At least 5 years clinical experience in a supervision position 

 

Demonstrated  experience in at  least 5 participations to disaster relief intervention 

 

Demonstrated Involvement in designing and running capacity building programs 

 

Demonstrated experience working with government, community, local NGOs and relevant stakeholder. 

Demonstrated experience in produce good quality report for internal, government,  and relevant stakeholder 

Proven management success for  company/ project/organization, operations, including safety and security, and personnel, including staff wellness and supervision. 

 

Desirable 
Previous work in MSF or other humanitarian agencies 

 

 

Skills 

Excellent interpersonal, teamwork, communication written and verbal English, facilitation and team development and computer skills 

Leadership and Team Management 

Flexibility and creativity in planning and problem solving
