Program Overview
WRI Indonesia is an independent
research organization that turns big ideas into action at the nexus of
environment, economic opportunity, and human well-being. Within our
Agriculture, Forest, and Land Use (AFOLU) Program, we envision critical
ecosystems such as forests and peatland across Indonesia to be governed fairly
and sustainably. We believe sustainable land use management is key for
Indonesia to meet its climate goal, in line with keeping the global climate
target below the 1.5-degree Celsius warming threshold, while providing
sustainable livelihoods to forest-dependent communities and conserve
biodiversity in the landscape. We work together with various levels of
government, private sector, and civil society through research, policy
advocacy, and creation of a community of practice to mainstream sustainable
land use management.
Papua and West Papua have unique
geographical features being forest-dense provinces and socio-culturally
different. Hence the need for WRI Indonesia to have a specific and relatively
large autonomous office. Project portfolios in Papua and West Papua include,

The Food and Land Use Coalition
(FOLU)
The Food and Land Use coalition (FOLU) is an
initiative that focuses on an integrated, sustainable transformation of global
food and land use systems to support delivery of global agreements including
the UN Sustainable Development Goals and the Paris Climate Agreement. The
approach will consider the many dimensions and perspectives of biodiversity,
climate, agriculture and food production, rural prosperity, supply chain
management, product formulation, diets, health and nutrition, loss and waste
and security of supply. The project works under the umbrella of Indonesia’s Low Carbon Development
Initiatives (LCDI), alongside its sistering initiatives such as Indonesia
Intact Rainforest Partnership (IIRP), Food, Agriculture, Biodiversity, Land
use, and Energy (FABLE) Consortium, and beyond.
Indonesia Intact Rainforest Partnership (IIRP)
As FOLU sister initiative, Indonesia
Intact Rainforest Partnership aims to catalyze the implementation of a
low-carbon development plan in four intact forest provinces, namely Papua, West
Papua, North Kalimantan, and Aceh. It
consists of policies, programs, and investments that advance local economic
development, improve resident well-being, and avoid deforestation.
Job Highlight
The Research Analyst for West Papua will be based
in Manokwari to provide support in research, implementation of project activities plan, and
stakeholder engagement of various project within Papua Region portfolio
including but not limited to the briefly mentioned project. This position will
report to the Project Lead and
work collaboratively with Papua Regional teams and other project-related
personnel.
What You Will Do
Research and Capacity Building
- Contribute to research project related to Papua Region portfolio. This includes research implementation, analysis, and report writing
- Facilitate the establishment of an institutional mechanism and ensure its functions after the mechanism is formed.
- Contribute on spatial analysis works including providing technical assistance to stakeholders
- Prepare and conduct data collection and data compiling.
- Provide input to any knowledge and communications product undertaken by Papua Regional team.
- Provide support to strengthen the quality of various research projects undertaken and/or coordinated by Papua Regional team.
- Contribute to the capacity building-related activities including but not limited to:
- Identify and verify the potential community groups to be assessed according to the needs of each project,
- Actively involved on in planning, preparation, and implementation of any capacity building activities including the development of presentation material,
- Produce activity report in a timely manner,
- Facilitate discussions with targeted participants and other potential stakeholders.
Outreach and Stakeholder Engagement
- Build and maintain good relationships with various stakeholders such as universities, local governments, regional partner institutions, and local communities who work on issues of forestry, environment, management of natural resources, and carbon finance in West Papua and Southwest Papua Provinces especially Manokwari, Sorong, and Tambrauw Districts.
- Participate in discussions, meetings, conferences.
- Identify potential stakeholders to expand engagement work whenever necessary.
What You Will Need
- Legally able to work in Indonesia.
- Willing to work in Manokwari, West Papua Province as an office base. Local candidates are encouraged to apply.
- Bachelor’s degree in development study, community development, sociology, natural resources management, environmental studies, or a related field required.
- 3+ years of professional working experience in strengthening empowerment, working with rural communities and/or other relevant stakeholders.
- Familiarity in processing spatial data using GIS software (e.g., ArcGIS) to produce high quality spatial analysis and reports.
- Proven experience in engaging with various types of stakeholders, especially those within the Papua region.
- Ability to setting priorities.
- Good verbal and written communication skills both in English and Indonesia for correspondence purposes, reports, and knowledge products.
- Willing to do travel.
- Fluency in Microsoft Office Suite.
Performance Standard
Responsibilities are expected to be carried out in a
timely and satisfactory fashion with minor supervision.
Deliverables
Comprehensive monthly report that
consists of achievement, work progress, and lesson learned, including but not
limited to:
- Research and assessment activities including spatial analysis works
- Capacity-building activities
- Outreach and engagement activities
Duration
April – December 2023
Terms of Payment
Daily rate-based consultant with
maximum of 18 working days per month in average
Contract Arrangement
Individual consultancy contract (Part-time, limited
term)

Must
