GIZ Indonesia for the Enhanced Regional EU-ASEAN Dialogue Instrument (E-READI) Project: Junior Advisor ASEAN Socio-Cultural Community

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas.

GIZ International Services (InS) is currently implementing the EU funded project “Enhanced Regional EU-ASEAN Dialogue Instrument”.

E-READI’s objective is to support ASEAN integration aiming at poverty reduction through inclusive and sustainable growth. By achieving its integration goal, the citizens of ASEAN Member States shall benefit from stronger, more equitable and sustainable economic growth, increased leverage as a union, and enhanced social opportunities. The facility’s purpose is to support the implementation of the ASEAN Community blueprints and subsequent plans, drawing on European experience and know-how through sectoral policy dialogues (at all levels and including democratic institutions and civil society), supporting thus the policy development processes in areas of joint interest, and provide capacity building covering the three ASEAN Community Pillars (Security and Political, Economic Integration, and Socio-Cultural).

GIZ is seeking one qualified Indonesian candidate for the following position:

Junior Advisor ASEAN Socio-Cultural Community

(Job Title in SAP: Junior Environmental Policy-Resources Efficiency Advisor)

 

A.   Responsibilities

The incumbent works closely together with the project’s key expert for the socio-cultural pillar, covering environment & climate change (Circular Economy, Natural Capital, Climate Action and Decarbonisation in Agriculture) and human rights-related issues (Gender Equality and Labour Migration). The JA assists E-READI with report writing, meeting minutes, support of logistical arrangements, and other assignments, including administrative support, Non-Key Expert (NKE) management and timesheet review, analysis, communication and social media, and other duties as assigned within the framework of E-READI. The JA is expected to perform the full range of ongoing administrative and office support functions to facilitate efficient and effective operation.

 

B.  Tasks

  • Researches and collects financial, statistical, technical and specialised data from multiple sources for assigned research and ongoing/upcoming dialogues as necessary;
  • Performs data analyses and comparisons;
  • Develops and maintains spreadsheets to facilitate data interpretation;
  • Composes, revises and edits a variety of routine to moderately difficult correspondence, reports, and informational materials, from rough notes, drafts, dictation, or brief oral instructions, types, formats, edits, revises, proofreads and prints reports, correspondence, memoranda, contracts, agreements, technical charts, tables and other specialized materials ranging from routine to complex; proofreads and checks typed and other materials for accuracy and completeness and compliance with policies and regulations;
  • Supports NKE coordination under the ASCC pillar in relation to task progress, inputs, deliveries, and quality of work and/or documentation, including NKE timesheet management and tracking of expert days;
  • Prepares minutes of meetings, calls and other instances;
  • Designs, develops and/or maintains specialised databases using standard spreadsheet software; utilises software systems and programmes;
  • Contributes to the research, design and field studies concerning the different components of E-READI, especially the dialogues concerning the ASCC (Environment & Climate Change; Gender Equality, Labour Migration);
  • Supports key experts and team leader in various project preparations and delivery, such as but not limited to: drafting of concept notes, preparing activity updates and related excel-sheet updates, preparing progress reports, development of terms of reference, meeting coordination; and cross-sectoral coordination;
  • Supports preparation and facilitation of events in coordination with relevant team members and stakeholders, including but not limited to: agenda development, events material development, event implementation; event reports, and event evaluation aggregation.
  • Carries out fieldwork in consultation with the KE’s and team leader, including but not limited to: attending events and/or meetings, facilitation of events, and data collection;
  • Maintains close communication between stakeholders, in particular the EU Delegation, the ASEAN Secretariat, ASEAN Working Groups and Focal Points, and Non-Key Experts;
  • Records, analyses and drafts the results of field studies and presents findings of research activities to colleagues for review purposes;
  • Supports the knowledge management of the project in filing important documents in the knowledge management system;
  • Works under supervision on an assigned research task; carries out any other duties as assigned within the scope of E-READI, spirit and purpose of the job as requested by the key experts or team leader.
  • Contributes to ensuring a proper strategic approach in E-READI implementation.
  • Participates as a fully-fledged team member in the E-READI core team coordination activities;
  • Contributes to the overall activities of the team as required.

 

C.  Required qualifications, competences and experience

 Formal Education

  • At least a bachelor’s degree at any related majors 

Professional Experience

  • At least 3 years of professional experience in an international context;
  • Previous work experience in similar roles is an advantage;
  • Prior experience with ASEC, the EU, GIZ and other donors is considered an asset;
  • Former experience in research, evaluation and presentation of data and research results, reporting, preparation of information materials, design and maintenance databases, and administrative quality assurance is an asset;
  • Familiarity with Southeast Asia's current socio-cultural, environmental, climate change, and human rights related issues is a strong asset.

Other Qualifications

  • Demonstrated effective organisational skills and ability to handle work in an efficient and timely manner. Demonstrated ability to coordinate tasks to meet deadlines.
  • Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Demonstrated ability to develop and maintain effective work relationships with counterparts.
  • very good working knowledge of all MS-Office applications, internet
  • very good knowledge of English (speaking and writing), good knowledge of German would be an advantage
