We are currently seeking qualified candidates for the position of: District Health Supply Chain (HSC) Officer based in DKI Jakarta, Banten, and West Java, Indonesia, as fulltime staff.
PROJECT DESCRIPTION:
Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.
The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.
EpIC is currently being used as a funding mechanism by which to direct financial, programmatic, and technical resources to assist Indonesia’s health supply chain response. EpiC’s Health Supply Chain program portfolio will consist of (a) Logistic HIV coordination meeting; (b) Stock opname analysis at pharmacy warehouse facilities; (c) HIV sites monitoring, mentoring and analysis; (d) Order processing, replenishment, receiving and distribution of HIV commodities; (e) Viral load laboratory network optimization monitoring; and (f) HIV commodities forecasting and supply planning.
JOB SUMMARY:
The District Health Supply Chain (HSC) Technical Officer provides technical assistances to District Health Offices (DHOs) by utilizing collected and analyzed key logistic data to enable supports on all aspects of HIV health supply chain management. This role involves coordination, advocation, decision making, providing recommendations, and problem solving to sustain and improve HIV health supply chain operations and management. This position will be based in designated districts/cities of DKI Jakarta, Bogor city and district, Depok city, Bekasi city and district, South Tangerang city, Tangerang city and district.
DUTIES AND KEY RESPONSIBILITIES:
· Support the development, implementation, coordination and/or oversight of EpiC Health Supply Chain TA services to ensure stock for HIV commodity are adequate to support Fast Track and PEPFAR target.
· Provide technical assistances and/or supports to District Health Offices (DHOs) in all relevant aspects of HIV Health Supply Chain operation and management including but not limited to collecting HIV logistics data, planning, forecasting, quantifying, order processing of HIV drugs at District and health facility level to ensure timely submission of logistics data reports and fullfilling the logistic requisition from health facilities.
· Provide supports for DHO regarding Viral Load supply chain monitoring and tracking at laboratory facilities including GenXpert Sites to enable logistic data and analysis of GenXpert Utilization and Cartridge availability for Viral Load testing at health facility level.
· Provide assistance to DHOs to manage stock information, prepare necessary documents required for ordering and requisition process, and other HIV logistics related tasks.
· Provide technical support to DHOs and health facilities in ensuring good quality and timely reporting and recording at facility pharmacy and laboratories.
· Coordinate and support the development and continuous capacity building of district lab and pharmacy mentors in Jakarta and Greater Jakarta.
· Provide technical assistance to DHOs and health facilities to minimize preventable ARVs, non-ARV including but not limited to HIV rapid tests, Opportunistic Infections screening, prophylaxis and treatments, and VL tests stock-out issues including providing feedback and recommendation as well as problem solving to improve HIV logistic data quality and reliability.
· Support, provide innovations, and develop strategies to the implementation and acceleration of 3-month MMD (Multi Month Dispensing) in PEPFAR site, scaled-up of TLD initiation, Nevirapine (NVP) phasing-out, and improvement of Viral load testing and suppression achievements.
· Develop tools, create presentation, provide advocacy and recommendations, and develop performance reports and/or indicators to monitor health supply chain operations and management at district and health facility level whenever required and necessary.
· Maintain an effective recording and reporting system, and make adjustments as necessary to ensure the availability of accurate and reliable data.
· Report to and work closely with Provincial HSC Officer, HSC program manager and supervisors, and colleagues in EpiC to ensure achievements of project indicators and monitoring systems.
· Provide supervision and guidance to District HSC time-bound staff, consultants at other cities/districts.
· Cultivate strong relationships and communication between relevant government stakeholders, other implementing partners as well as external technical partners.
· Collaborate closely with other EpiC team members to facilitate joint implementation, sharing of information, and problem solving in HIV and TB programming.
· Ensure achievement of evidence-based and high-quality results/deliverables in accordance with the targets identified in programmatic work plan(s).
· Coordinate with the HSC Program Manager, other supervisors, and colleagues in preparing, developing, and submitting donor reports and other relevant materials (e.g. TA briefs), as per the requirements of each HIV project.
· Stay current and up to date on HIV guidelines, strategies and protocols, including Government of Indonesia and relevant international (i.e., WHO) guidance.
· Support EpiC country team in managing other tasks as and when required.
· Represent EpiC at relevant consultations and meetings.
MINIMUM QUALIFICATIONS:
· Bachelor’s Degree in public health, pharmacy, laboratory analyst, logistics or business administration or other health-related expertise with minimum two years of relevant work experience.
· Demonstrated ability to work effectively with communities, civil society, local/national government representatives and other stakeholders.
· Demonstrated ability to coordinate and/or deliver health service interventions across multiple teams, local stakeholders and geographic regions.
· Demonstrated understanding of health commodity supply chain concepts.
· Ability to contribute to capacity building efforts and work with colleagues in diverse settings.
· Ability to work independently and to manage various priorities daily with minimal supervision.
· Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point). Experience with database development.
· Excellent organization and time management skills, and strong attention to details.
· Well-developed written and oral communication skills in both Bahasa and English.
